- Past Performance Questionnaire Form HDQMWR-17-R-0001 This is a procurement of Navy Morale, Welfare and Recreation (MWR), a Non-Appropriate Fund Instrumentality (NAFI) of the Federal Government under the authority of Commander, Navy Installations Command (CNIC), Fleet and Family Readiness (FFR). This requirement is to provide unlimited continuing education training and credits through a commercially available on-line learning platform to approximately 1,850 certified Morale Welfare and Recreation (MWR) fitness positions for Army, Air Force, and Marine Corps.
