Description
This is PRE-SOLICITATION NOTICE The US Department of Veteran Affairs Medical Center, St Cloud, MN, hereinafter referred to as SCVAHCS. The NAICS code assigned to this procurement will be 621111 with a size standard of $11 million. The VA intends to award a firm, fixed price, commercial services contract. The solicitation will contain requirements for a 6 month base year contract, with a 6 month option. Service is anticipated to begin on April 1, 2017, however, is subject to completion of the credentialing process. The solicitation is scheduled to be issued on or about November 1 7, 2016 and will be issued via FedBizOpps Electronic Posting System at http://www.fedbizopps.gov. The St. Cloud VA Health Care System (SCVAHCS) requires contractual services of 2 FTE Internal medicine/family practice physicians. One physician will be located at the Alexandria CBOC and the other physician will be located at the Monticello CBOC. The VA will consider partial and multiple awards. The Contractor shall provide qualified and Board Certified Internal Medicine/Family Medicine Physicians throughout the period of the contract. Physicians will be under the direct supervision of the Primary Care Director at the SCVAHCS and shall perform the following requirements as stated in this contract. Physicians assigned by the contractor must cooperate with all VA Credentialing and Privileging requirements. Physicians will be members of the medical staff of SCVAHCS and will be bound by the medical staff bylaws and standards of care and practice. Contractor shall provide Physicians who are Board Certified in Internal Medicine/Family Medicine to cover up to 50 hours of work in primary care per week. Physicians will be expected to work in Primary Care and in Compensation and Pension. Contractor Physicians will be working in a Patient Aligned Care Team for Primary Care. This is a holistic team based medical center home approach to medicine with resources available through team neighbors for chronic disease management. Contractor Physicians will also work within the Compensation and Pension Department, completing Disability Benefit Questionnaires after training and certification is completed. Contractor Physicians will participate in utilization review and cost-containment initiatives when applicable. Contractor Physicians will conduct administrative reviews as requested within 30 days of the request. Contractor Physicians participate in clinical conferences for VA staff, residents and medical students when applicable. Contractor Physicians clinic encounters/visits shall be dictated/typed the same day. Procedure reports shall be dictated/typed the same day. Contractor Physicians will adhere to all applicable organizational policies and all applicable laws, regulations and Joint Commission standards. Contractor Physicians must be eligible for clinical privileges necessary to perform services as designated in the contract. Questions regarding this solicitation must be in writing.
