- A Market Survey was conducted by Sources Sought Announcement on 17 March 2016 posted on NECO/FedbizOpps seeking availability and capability of qualified and eligible businesses in the Small Business Programs. As a result of the market research analysis, the Government did not find a minimum of two verified, capable, small business contractors in any socio-economic program available to perform the design and construction services for this project. On 08 August 2016, the Small Business Program Office concurred with the following unrestricted, full and open competition determination. THIS IS AN UNRESTRICTED COMPETITIVE PROCUREMENT IN ACCORDANCE WITH FAR SUBPART 6.1 FULL AND OPEN COMPETITION. This procurement will use the one-step lowest priced technically acceptable selection procedures and consists of one (1) solicitation. Source Selection procedures will be used with the intent to award a firm-fixed price design-bid-build construction contract to the responsible Offeror whose proposal, conforming to the Request for Proposal (RFP), is the most advantageous and offers the best value to the Government. The work to be acquired under this solicitation is for the design and construction of utilities and road infrastructure of P-991, Coastal Campus Utilities Infrastructure, Silverstrand Training Complex-South, Naval Base Coronado, Coronado, California. The scope of work for project P-991 is to construct utilities infrastructure and roads to support the build-out of the Silver Strand Training Complex-South (SSTC-S), in support of the United States Special Operations Command (USSOCOM). The SSTC-S currently does not have the utilities and infrastructure required to support the planned major installation expansion. The scope of work for project P-991 will build primary facilities for electrical, gas, water, sanitary sewer, storm water, fire protection, communication and data systems. Utility stub-outs and connections will be built for future projects to adequately connect to the utility infrastructure. Adequate utilities infrastructure is required to support MILCON projects programmed for construction at SSTC-S. This requirement necessitates a capital investment to ensure all MILCON projects will be able to tie into adequate utilities systems required to use the facilities. The project will allow the facilities developed by the future MILCON projects to be operationally ready and usable upon construction completion. The Base Proposal Item includes all labor, materials, equipment, transportation, supervision, and incidental related work to provide construction, procurement, and installation to construct the infrastructure. The North American Industry Classification System (NAICS) code is 237990, and the annual size standard is $36.5 million. The estimated price range for design and construction is between $25,000,000 and $100,000,000. The Government intends to evaluate proposals without discussions. Selection for award will be based on evaluation of the following: Factor 1 “ Experience, Factor 2 “ Safety, Factor 3 “ Past Performance. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be posted on the Navy Electronic Commerce Online (NECO) website at www.neco.navy.mil by 23 November 2016. No hard copies will be provided. IT IS THE CONTRACTORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Prospective Offerors MUST register themselves on the website. Plan holders lists will not be faxed and will be available only at the website listed above. A pre-proposal conference including site visit will be conducted.
