- Copy of RFI Score Sheet EMBM Functional Requirements Joint Electronic Warfare Center Electromagnetic Battle Management Capabilities Response Due Date: December 2, 2016 NAICS Code: 334 -- Computer and Electronic Product Manufacturing/334511 -- Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing Synopsis: ELECTROMAGNETIC BATTLE MANAGEMENT CAPABILITIES REQUEST FOR INFORMATION 1. This is a special notice open to U.S. industry requesting information on technologies available in the next five years to provide new or enhanced electromagnetic battle management (EMBM) capabilities in order to provide situational awareness and command & control of the electromagnetic spectrum. United States Strategic Command (USSTRATCOM) Joint Electronic Warfare Center (JEWC) is interested in reviewing emerging technologies applicable to all aspects of EMBM to include real-time policy based spectrum management, advanced electronic order-of-battle (EOB) presentation, and state-of-the-art modeling, simulation, and course of action (COA) analysis. JEWC seeks specific system solutions with an anticipated technology readiness level (TRL) of 7/8 within the next five years. This notice is not to be construed as any type of request for proposal but merely a request for information. The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information received. 2. The intent of this EMBM capabilities request for information is to identify technologies and evaluate them against notional EMBM functional requirements to identify capability gaps in industry/government and major cost/schedule drivers. This is a broad data call that includes all domains (air, land, maritime, space, and cyber) and will focus on the warfighting functions of electromagnetic battle management (EMBM) across all phases of conflict. Company responses should include a self-assessment using the attached template against the included notional functional requirements and any whitepapers/powerpoints outlining the capability. A Plan of Action and high level Milestones that describes how the new technology(s) will be matured to TRL 7/8 in the next five years should be included in the brief. 3. Submissions will be considered up to and including Top Secret. Companies are to adhere to the National Industrial Security Program Operating Manual (NISPOM) procedures for the transmittal of classified responses. Company responses are to include a name and telephone number of a point of contact having the authority and knowledge to clarify responses with government representatives. Companies are not limited to a single response. Submissions are due NLT 2 Dec 2016 by 8:00 AM EST. Electronic transmission is the preferred method (e.g. classified/unclassified email, ARMDEC SAFE, SIPRNET large file distribution system) and may be made by contacting the POC listed in Section 6 of this BAA. As a last resort, responses can be mailed on compact disk and hard copies to: JEWC/EWR Attn: EMBM RFI 2 Hall Blvd, Suite 116 San Antonio, Texas 78243 4. This notice is part of the Government's market research, a continuous process for obtaining the latest information on the "art of the possible" from industry with respect to their current and projected abilities. The information collected may be used by the Government to explore future strategies for EMBM capabilities. Information received as a result of this request will be considered as sensitive and will be protected as such. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosure. If respondents wish government support contractors to sign a non-disclosure agreement, please include the form in the response. The Government will not use any proprietary information submitted to establish the capability, requirements, approach, or solution so as to not inadvertently restrict competition. 5. Only U.S. companies doing business in or based in the U.S. will be permitted to receive the information package or respond to this request. Responses to questions from interested parties will be promptly answered and provided equally to all interested parties. Any questions that involve the release of proprietary information (or the answer addresses a question peculiar to a company or that company's possible solution) must be submitted in writing to the POC for review and would be answered in general terms as determined by the POC. 6.
