- JEFO for CLEAR Subscription The Department of Homeland Security (DHS), Information Sharing Services Office (IS2O), Research Library and Information Services (RLIS) requires subscriptions to the CLEAR online research tool which provides access to vast collections of public records and related information for the DHS law enforcement community and is leveraged by multiple DHS Components. This is a membership service between DHS and West Publishing Corporation, to provide access to legal research according to an enterprise contract agreement. The contract vehicle will be the FEDLINK Library of Congress IDIQ Direct Express Contract, No. LC14C7139.
