Description
Synopsis: The New York District of the U.S. Army Corps of Engineers (USACE) intends to issue a 1 Step Best Value Trade-Off Request for Proposal (RFP) for the construction of the NCO Academy Complex at Fort Drum, NY. The work includes the construction of a standard design Non-Commissioned Officer (NCO) Academy Complex. The NCO Academy Complex will include barracks, a general instruction building with automated-aided classrooms, general purpose administration facility, organizational storage, organizational parking, arms room, auditorium, learning resource center, covered (enclosed) training area, lawn/snow equipment building, and a running track with physical training (PT) area on the infield. Buildings and structures will include features to accommodate the severe winter climate. Intrusion Detection System (IDS) installation is required for the arms room. Special foundations are required. Supporting facilities include: site development, site improvements, utilities and connections, fire protection and alarm systems, security lighting, paving, Privately Owned Vehicles (POV) parking, walks, storm drainage, information systems, landscaping, and signage. Heating and air conditioning will be provided by self-contained unit. Sustainability and Energy measures will be provided. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings related interior design services are required. Access for individuals with disabilities will be provided. Facilities will be designed to a minimum life of 50 years in accordance with DoD's Unified Facilities Code (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. The work also includes the demolition of 20 buildings at Fort Drum, NY. Work is to be performed at Fort Drum, New York. The period of performance for this project is 730 calendar days from the Notice to Proceed. The solicitation will be a phase one (1) best value trade-off solicitation. The proposed evaluation factors include: Factor 1 - Past Experience, Factor 2 - Past Performance and Factor 3 - Schedule. Price will not be rated but will be analyzed for price reasonableness. Offerors are to be advised that an award may be made without discussion or any contact concerning the proposals received. However, the Government reserves the right to enter into discussion if deemed necessary, and if discussions are conducted, the Offerors within the competitive range will be afforded the opportunity to revise their proposal. Plans and specification for Solicitation W912DS-17-R-0001 will be available on or about 23 November 2016. Proposals will be due on or about 13 January 2017. Proposals are to be submitted to the U.S. Army Corps of engineers, Contracting Division, Room 1843, 26 Federal Plaza, New York, New York 10278. This procurement is being solicited as 100% Small Business Set-aside Competition. The contract will be awarded using the Best Value Trade Off evaluation method. The North American Industry Classification System (NAICS) code is 236210. The Small Business size Standard is $36,500,000.00. The magnitude of construction for this project is between $15,000,000 and $25,000,000. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Paper copies of this solicitation and amendments, if any, will not be available or issued. In accordance with DFARS 252.204-7007, all vendors who want access to the solicitation must be registered with System for Award Management (SAM), located at https://www.sam.gov/portal/public/SAM/ and Federal Business Opportunity (FedBizOpps), located at http://www.fbo.gov, in order to safeguard acquisition-related information for all Federal Agencies. The Office of the Under Secretary of Defense (Acquisition Technology & Logistics (OUSD{AT&L}) A Guide to Collection & Use of Past Performance Information dated 2003 and FAR Part 36 requires the collection and use of past performance information (PPI) in acquiring best-value goods and services. FAR Subpart 36.3 and DFARS Subpart 236.2 mandate the use of Contract Performance Assessment Reporting System (CPARS) by all DoD agencies for construction contracts greater than or equal to $650,000 or more than $10,000 if the contract was terminated for default.
