- On the behalf of U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL), the Regional Procurement Support Office (RPSO) in Frankfurt, Germany is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for airport screening equipment, shipping, customs clearance, delivery, installation, maintenance, service, warranty, and on-site training on the equipment in Beirut, Lebanon. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334517: Irradiation Apparatus Manufacturing with a small business size of 1,000 employees. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to provide such equipment and services, please provide the following information: 1) organization name, address, email address, website address, telephone number, business size, type of ownership for the organization, and an availability of a local representative in Beirut, Lebanon; 2) feedback, if any, on the draft statement of work (SOW); and 3) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide equipment and services consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Draft Statement of Work The U.S. Department of State requires screening equipment at the below stated quantities: Mobile X-Ray Screener Quantity: One (1) Hand Held Explosive Trace Detection (ETD) System Quantity: Six (6) Liquid Aerosols and Gels Scanner Quantity: Six (6) Shoe Scanner System Quantity: Six (6) Additionally, the vendor shall be responsible for the (1) shipping, (2) required customs clearances, if any, (3) delivery, (4) installation, (5) providing in-person training, and (6) one (1) year maintenance, service, warranty, and technical troubleshooting support valid for in Lebanon via e-mail and by telephone for the screening equipment. All equipment shall be Delivered Duty Paid (DDP) to the American Embassy at Gemayel Street, Antelias El, Beirut 70840, Lebanon no later than three (3) months after the receipt of the order (ARO). Any additional in-person customer assistance will be at an additional cost and will be subject to the Contracting Officer's advance approval and a written modification. Screening Equipment Description and Spe cifications Mobile X-Ray Screener (Rapiscan Mobile Check 636SV or equal) Manual Language: English and Arabic Minimum Specifications: •Self-contained mobile x-ray screening unit with dual-energy detection, high penetration, configurable image processing, and image archive capabilities •Capability to deploy rapidly for baggage and parcel inspections with three operational modes (from either side of a van or in a pass through mode). •Steel Penetration: 27 to 29 mm •Tunnel Size: 1,016 mm (W) x 1,016 mm (H) (40 x 40 in.) •Conveyor Speed: 0.20 m/sec (40 ft./min) •Conveyor Maximum Load: 165 kg (364 lbs.) evenly distributed •Conveyor Height: 772 mm •Operating Temperature: 0 to 40 degrees Celsius Hand Held Explosive Trace Detection (ETD) System (Rapiscan Detectra HX or equal) Manual Language: English and Arabic Minimum Specifications: •Hand-held explosive trace detector •Capable of detecting picogram-nanogram quantities of a broad range of common commercial and homemade explosive materials, including nitrates, TNT, C4/RDX, Semtex, peroxides, plastic explosives, and their associated reactants. •Ready to use in less than ten (10) minutes from a cold start-up. •Have audible and visual detection alarm indicators. •Scan/analysis time: three (3) to no more than thirty (30) seconds. •Weighs no more than 1.9 kg (4.2 lbs.) with battery. •Battery: Fast full charge lithium ion battery in two and a half (2.5) hours for three (3) hours of continuous operation •Battery Capacity and Voltage: 4300mAh at 14.4V •Operating Temperature: -20 to 40 degrees Celsius Liquid Aerosols and Gels Scanner (Cobalt Insight 200M or equal) Manual Language: English and Arabic Minimum Specifications: •Screens any liquid container within five (5) seconds. •Meets or exceeds the requirements for ECAC Standard 3. •Has a low operational false alarms rate (less than 1% for non-metallic containers). •Have audible and visual detection alarm indicators. Shoe Scanner System (WG Part Number 11478 or equal) Manual Language: English and Arabic Minimum Specifications: •Screens shoes and legs for contraband at a checkpoint without requiring the person remove shoes with detection capabilities independent from operating environment. •Has analysis time of no more than two (2) seconds to allow for a rapid flow rate. •Password-protected programmability of all detection parameters. •Weighs no more than 60 kg. •Voltage: 230V/60 Hz •Safe for pacemaker wearers, pregnant women, and magnetic media. •Conforms to the requirements outlined at EU Reg. No. 857/2005 for airport security. In-Person Training The in-person training associated with the screening equipment shall be provided by the contractor immediately following the installation. The in-person training will take place at the Rafiq Hariri International Airport located at Khaldeh Airport Road in Beirut, Lebanon and will be for a total of five (5) days, six (6) hours each day from 0800 and 1400 local time for thirty (30) participants. The in-person training shall be provided in English.
