- Solicitation Terms and Conditions The USPTO requires independent vendor evaluations and analysis on digital communication and information technology to help best determine suitable technology choices for the agency's needs. To meet agency requirements, USPTO seeks to procure twenty (20) subscription seats for the data analysis streams detailed in the attached Statement of Work.
