Description
RFI with DRAFT PWS REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT ANNOUNCEMENT Office of Financial Research (OFR)/Research Consulting Services This is a Sources Sought Announcement (SSA) and is issued for informational and planning purposes only. THIS IS NOT A SOLICITATION. This request for capability information is not a Request for Proposals (RFP). Submission of any information in response to this SSA is purely voluntary and the Government assumes no financial responsibility for any costs incurred. The result of this market research will contribute to determining the method of a potential procurement and the resources available in the industry to perform the potential services. The applicable North American Industry Classification System (NAICS) code assigned to this SSA is 541720 - Research and Development in the Social Sciences and Humanities. The Department of the Treasury, Office of Financial Research (OFR) is conducting market research to determine resources for a potential Research Consulting Services contract. The Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act) established the OFR to help the Financial Stability Oversight Council (Council) and financial market participants assess and respond to threats to financial stability. A primary mission of the OFR is to perform applied research and essential long-term research and develop tools for risk measurement and monitoring (Dodd-Frank Act Section 153(a)(3-4)). To accomplish this, OFR will collect and standardize financial data, develop and publish key reference databases, and conduct research on financial market activities to identify potential sources of systemic risk. The OFR is interested in organizations with expertise in economic and financial stability research analysis, applied econometrics, statistics, engineering, and computer programming. In addition, an organization with a deep understanding of financial data, as well as the structure and activity of the financial industry, including but not limited to banks, hedge funds, mutual funds, and other asset management companies. The OFR is seeking to determine organizations available to support its mission by performing research topics in the following but not limited to: - Central Clearing - Conducts research and collect data to help analyze and monitor risk in central counterparties, or CCPs. Evaluate and measure the vulnerabilities in central clearing and in CCPs in an effort to improve risk management, efficiency, and transparency in derivatives markets. - Monitoring Financial Stability - Analyze new and emerging vulnerabilities as well as existing ones in the financial system. Stress Testing - Analyze how stress to one part of the financial system affect other parts of the financial and the broader economy. Determine relevant extreme-yet-plausible scenarios and the outcomes and consequences of those scenarios. - Risks in Financial Institutions - Study modern risk metrics and analysis. Topics include market risk measurement, internal risk measurement models, credit-risk scoring, credit derivatives, impact of supervisory restrictions, risk monitoring tools and systems. - Market Structure - Assess and measure risks arising from changes in market structure and the potential impacts on market liquidity. - Foundational Research on Financial Stability - Conduct research on topics related to financial stability. - Financial Innovation - Assess methods of creating and popularizing new financial instruments as well as new financial technologies, institutions and markets to include institutional, product and process innovation. - Cyber and Operational Risks - Assess the market to ensure the security of customer assets and information and the efficient, reliable execution of transactions within markets. Assess the interconnectedness of firms in the financial industry and how this poses a risk to financial stability and assess the system-wide impact of a significant cyber-attack. Potential Task associated with this research includes but are not limited to: Provide expertise in areas related to research and analysis on financial stability. - Plan and conduct research projects including short and long-term research assignments on the topics listed under Section 3.2.2. - Provide expert constructive feedback on planned or in process projects to improve quality of research. - Evaluate, interpret, and assess the impact of market trends, financial systems and programs, and the changing economic climate, ensuring that the OFR is provided with accurate and well-understood economic data and information. - Assist the OFR in analyzing and assessing the potential impact of existing or proposed policies on the financial system. Make recommendations to the OFR concerning existing or proposed policy issues. - Prepare and deliver presentations on various topics related to systemic risk in their field of expertise. - Assist the OFR in drafting reports, papers, presentations and publications related to research projects. - Participate or present in research conferences, workshops and similar research events and identify research and data needs. - Provide mentoring and support to junior research staff within RAC. - Provide expertise and support in researching and analyzing large financial data sets to support specific projects within RAC. Develop economic models or algorithms for research and analysis projects within RAC. If your organization has the expertise and the capacity to perform the services described above, please provide the following information: 1) Organization name, point of contact, address, email address, website address, telephone number and Data Universal Numbering System (DUNS). 2) Business size: Identify yourself as one or more of the following: a) small business; b) 8(a) business; c) HUBZone small business; d) small disadvantaged business; e) woman-owned small business; f) veteran-owned small business; g) service-disabled veteran-owned small business, or h) large business. 3.) A brief capabilities statement (not to exceed 6 one-sided pages, 8 x 11", 12-point font) that includes: • Company overview and the services provided • Relevant company experience and capabilities in related to the summary of research topics and task described above • Summary of customers and where relevant services have been provided Any capability statements exceeding the page limitation described above will not be reviewed. 4) Whether your company has a current contract vehicle (e.g., GSA schedule, GWAC) that may be used to obtain the goods and/or services you describe in your response to Item 3 above. A draft version of the Performance Work Statement (PWS) is included as Attachment A. NO OTHER INFORMATION SHALL BE PROVIDED OR WILL BE REVIEWED. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT ANNOUNCEMENT/MARKET RESEARCH, ANY POTENTIAL REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and a single or multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. All firms responding to this notice are advised that their response is not an offer and will not be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice. Please note that any subsequent solicitation will not reference this SSA.
