- W912HV-17-Z-0004 Sources Sought Market Survey P994 - Construct Truck Fuel Offload & Load Facilities, Marine Corps Air Station (MCAS) Iwakuni, Japan The U.S. Army Corps of Engineers, Japan Engineer District (JED) is performing a market survey for a forthcoming Design-Bid-Build (DBB) project entitled, "P994 - Construct Truck Fuel Offload & Load Facilities, Marine Corps Air Station, Iwakuni, Japan. This announcement constitutes a market survey that is being conducted for planning purposes only and the information received will assist the Government in developing an acquisition method for this project. This notice does not constitute a commitment by the Government for any follow-on announcements, solicitation or award. This is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response. Pursuant to Federal Acquisition Regulation (FAR) Part 10, Market Research, the purpose of this notice is to identify sources capable of satisfying the Government's requirement. This survey seeks qualified and capable contractors to submit responses to this notice in order to adequately plan the acquisition. If your company would like to be considered as a potential source for this work, please submit a response adhering to the below submission requirements. PROJECT DESCRIPTION Project Title: P994 - Construct Truck Fuel Offload & Load Facilities Project Location: MCAS Iwakuni, Japan Project NAICS: 237120, Oil and Gas Pipeline and Related Structures Construction Project Magnitude: Between ¥500,000,000 and ¥1,000,000,000 (Japanese Yen) (Utilizing a rate of: 100 Yen to 1 U.S. Dollar) Project Description: The subject project is located at Marine Corps Air Station Iwakuni, Japan and consists of constructing a 600-gallon per minute, four (4) position fuel unloading station with canopy and a 600-gallon per minute, two (2) position fuel loading facility with canopy. The existing four (4) refueler fillstands will be demolished and removed, making room for the new four (4) position fuel unloading station. Work is inclusive of providing secondary containment and overfill provisions for the unloading facility, access pavement, utilities, pump controls, drainage structures, gates, fencing and lighting. Note: Demolition of existing payment, truck loading stations, soil remediation structure, concrete and curbs are necessary for the commencement of required construction. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS MARKET SURVEY In order to adequately plan for this project's procurement, the Government requests the following information from interested firms: 1. Company name, address, phone number, email and point of contact 2. A statement of intent from your company, that should this project be formally solicited, you will submit a price proposal 3. Statement of capability from your company, identifying applicable skills, experience, knowledge, past performance and equipment required to perform this project. Limit this statement of capability to no more than two (2) pages in length 4. Identify your current construction bonding levels: a) Per contract b) Aggregate contract bonding level 5. Statement from your company regarding how a Request for Proposal (RFP) solicitation would impact your planning and proposal submission for this project (if any). Note: RFP solicitations consider technical factors such as past performance and demonstrated experience in addition to price considerations.
