- Authority and Introduction: Under authority of the Federal Acquisition Regulation (FAR) Part 13.106-1(b), the National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with POLITICO, LLC (POLITICO), 1000 WILSON BLVD, ARLINGTON, VA, 22209-3927, as the only capable source that can provide POLITICO Pro. Correspondingly, based on the foregoing authority under the FAR, the NIST intends to award on a sole source basis. The intended procurement will be classified under North American Industry Classification System (NAICS): 511110-NEWSPAPER PUBLISHERS; Business Size Standard: 1000 Employees. Government's Requirements: The contractor shall provide POLITICO Pro which is a unique resource and comprehensive web-based solution providing legislative and regulatory insights, data analytic tools and resources for policy professionals at state, federal and international levels. POLITICO Pro's highly specialized team of more than 100 policy-specific reporters delivers targeted intelligence in real time, provides in-depth coverage of granular-level topics that no one else covers and uses its journalism to hold thought leaders, policymakers and stakeholders accountable in Washington and beyond. Sole Source Rationale: POLITICO Pro is the only service available that provides policy professionals, from associations, Government Agencies, Capitol Hill, lobby firms and corporations, with insights across 16 policy areas. Only POLITICO Pro has tools and resources to help policy professionals more efficiently navigate the legislative and regulatory process. The NIST is required to constantly and accurately maintain its in depth congressional and legislative tracking. Only POLITICO Pro provides the unique resource and comprehensive web-based solution needed for the continuity of NIST operations which involve in depth congressional and legislative tracking. Market Research was conducted and POLITICO was identified as the only source capable of meeting the Government's Requirements. No other appropriate sources were identified capable of meeting the Government's Requirements; therefore, a sole source solicitation is required with POLITICO. POLITICO is the sole provider of the POLITICO Pro. General Information and Responses to this Notice: This notice of intent is not a request for competitive proposals or quotes and no solicitation document will exist for this requirement. However, companies interested in responding to this notice shall submit technical data, including price and sufficient documentation to determine capabilities and qualifications in meeting or exceeding the Government's Requirements. All statements received by the closing date of this notice will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Companies interested in responding to this notice: 1. May submit their capabilities and qualifications to meet or exceed the Government's requirements, in writing via e-mail, to Mario Gray using e-mail address: mario.gray@nist.gov, with the solicitation number referenced in the subject line of the e-mail. 2. Shall submit their responses by no later than the closing date of this notice. Oral communications are not acceptable in response to this notice.
