Description

The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source, to manufacture and deliver 900 AN/PSS 14 Rev 4 to Rev 6 upgrade kits (Part No 20HS6643). These kits will allow the Government to modify fielded AN/PSS-14A systems to the AN/PSS-14C Configuration. Supplies are deemed to be available only from the original source in the case of a follow-on contract for continued development or production of a major system, including major components thereof, when it is likely that award to another source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition as well as unacceptable delays. In addition, there is only one source with the proprietary technology that is tested and proven to meet the program requirements. The Government intends to solicit and negotiate with L-3 SDS, 10 Commerce Way Woburn, MA, for 900 each AN/PSS-14A Rev 4 to Rev 6 upgrade kits. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The Government does not intend to use Part 12 for this acquisition. Responses to this notice are due on or before 23 November 2016 by email at brendan.a.deluca.civ@mail.mil
