- The Department of Commerce (DOC) Enterprise Services Project Team (ESPT) Contracting Office intends to issue a sole source award to Bass’ Emprise, LLC. This procurement is for expert consulting services to provide Service Management consultation to support the design, implementation and operationalization of processes and procedures related to: vendor management, IAA/MOU management, contracts management, chargeback management, performance management, SLA management, utilization management, internal controls, issue management, configuration change control, knowledge management, continuous improvement, training and testing as employed in a commercial shared services organization. The Contractor will be required to develop draft Enterprise Program Management Plans and life-cycle project management criteria as it applies to Service Management. To meet aggressive schedule milestones, the Contractor must have requisite expertise in all facets of developing a Service Management Line-of-Business in a Shared Services environment. These services are in support of the provision of HR information technology services from the US Department of Treasury (HR Connect). The purpose of this procurement is to obtain expert consulting services, to provide support for the design and implementation of the Service Management Line-of-Business for the Departmental ESPT with primary efforts directed to the provision of Human Resources (HR) services. The support required is anticipated to vary between 20-40 hours per week for 10-18 months. The Government intends to procure from only one source under the authority of FAR 13.501(a)(2). This will be a commercial acquisition per FAR 13.5. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 5:00 PM EST, Sunday November 20, 2016.
