Description: A U.S. or foreign flagged, gearless combination container/ breakbulk vessel, with the capability to lift containerized cargo, refrigerated containers, flatracks, breakbulk, hazardous cargo including ammunition, and rolling stock. For a vessel without hydraulic hatch covers, the ship's crew will be responsible in Diego Garcia for removing, positioning, and replacing hatch covers before, during and after cargo operations. 17. The place/range of delivery and redelivery is the Far East/Indian Ocean, Port in CHOP (Intention Singapore). The layday commences and cancels 27 November 2016. The period of performance will be about 60 days with two (2) 60-day option periods. 18. Set-aside Status: N/A. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. 19. The decision to release this solicitation as "Unrestricted" is based upon all work being done outside the United States and its outlying areas. As such, FAR Part 19.000(b) applies. The SBA Representative agrees with this decision.
