- AMENDMENT THREE Amendment Three (3) to solicitation HSBP1017Q0008 is executed for the following modifications: 1. Corrected clerical error in Summary Description. 2. Requirements will now include both heating and cooling depending on seasonal requirements. Details to be discussed at site visit for a potential Statement of Work adjustment. 3. Corrected clerical errors in Amendment Two Period of Performance and Proposal Due Date. All other terms and conditions remain unchanged. __________________ AMENDMENT ONE Amendment One (1) to solicitation HSBP1017Q0008 is executed for the following modifications: 1. Solicitation is now opened to all businesses, large and small. 2. Evaluation Factors for award are updated and attached. 3. The NAICS code for this action is verified as: 532490 - Other Commercial and Industrial Machinery and Equipment Rental and Leasing. All other terms and conditions remain unchanged. __________________ SUMMARY The US Customs and Border Protection Agency, Office of Border Patrol Headquarters, Tucson Sector (USBP Tucson) has an urgent requirement for the installation and monthly rental of temporary HVAC units at the USBP Tucson Nogales Border Patrol Station, Nogales Processing Center. The Government intends to establish a Commercial Items Construction Firm Fixed Price (FFP) contract to fulfill this requirement. The solicitation must be read in its entirety to ensure compliance in all areas. Full requirements of this action are as outlined in the attached SOW. Solicitation HSBP1017Q0008 and additional supporting documentation is issued as a Request for Quote. This requirement is open to all businesses, under a North American Industrial Classification Systems (NAICS) of 532490 - Other Commercial and Industrial Machinery and Equipment Rental and Leasing. The solicitation must be read in its entirety to ensure compliance in all areas. Full requirements of this action are as outlined in the attached SOW. The contractor shall provide all labor, supplies, equipment, supervision, and training for the installation of the HVAC requirements in accordance with the Statement of Work (SOW). This is an urgent requirement and installation must be completed by December 1, 2016. PRIMARY REQUISITIONING OFFICE FOR THIS CONTRACT US Customs and Border Protection Agency US Border Patrol, Tucson Sector Nogales Border Patrol Station, Nogales Processing Center 1500 West LaQuinta Road Nogales AZ 85621 SITE VISIT - Mandatory Requirement A site visit is mandatory in order for the prospective offerors to take the necessary measurement, dimensions, and other pertinent information that will allow for the development of a proper proposal. Vendors who submit a proposal without a site visit will not be considered for award. Failure to attend will result in a non-responsive rating for proposal submission. A site visit period is scheduled for the following days: Date: November 9, 2016 (Wednesday) Time: 10:00 A.M. AZ Time (9:00 A.M. PST) Location to Meet: CBP USBP Tucson Nogales Border Patrol Station 1500 W. La Quinta Road Nogales AZ 85621 (Front Gate Entrance) Schedule of Events for Site Visit: Prospective Offerors will meet at the location designated above, at 10:00 AM Arizona Time. Parking is available outside the front entrance to the facility. The site is within walking distance of the front gate, and the designated Point of Contact will meet all site visit attendees at the front gate. Proper identification is required for the site visit (Drivers License, State ID, etc.). All personnel who cannot provide identification will not be allowed access to the facility for the site visit. The site visit coordinator will walk the attendees through the NPC and allow for measurements and other design questions to be asked. Cameras and photography will not be permitted. The site visit is expected to take no longer than two (2) hours-time to complete. Appointments outside the specified time-frame will not be allowed. Attendance must be confirmed to the CO via email by November 8, 2016, at 1:00 PM Arizona Time (12:00 PM PST) to the following: Frank S. Duarte Contracting Officer (CO) Email: frank.s.duarte@dhs.gov. While site visits are mandatory, please be advised that reimbursement for travel, per diem, and other costs associated with submitting a proposal and attending the site visits will not be considered. PROPOSAL SUBMISSION Proposal submissions must be received no later than November 11, 2016 at 2:00 PM Pacific Time to the Contract Specialist at following address: Benjamin Dorgan at benjamin.j.dorgan@cbp.dhs.gov. The last day for receipt of questions is: November 10, 2016 at 12:00 PM Arizona Time (11:00 AM Pacific Time). Questions shall be submitted to the same point of contact as designated for the proposals above. All proposals must be submitted electronically in accordance with the requirements of this solicitation and accompanying documents. Proposals that do not respond to all requirements in the solicitation may be rejected without further evaluation, deliberation, or discussion. The Government may reject any proposal that is evaluated to be significantly not compliant with the solicitation requirements, unrealistically high or low in price, or reflects a failure to comprehend the complexity and risks of the work to be performed.
