- Solicitation SPE300-17-R-0007 is designed to place Market Ready Fresh Milk and dairy items, all fully competitive, on contract(s) for various Department of Defense ("DoD") customers in Norfolk, VA. The resultant contract will be issued as a firm-fixed price IQC with EPA applied to Class I fluid milk items and firm fixed price with two pricing tiers for all other items for the entire term of the contract. The contract period is expected to be from January 9, 2017 to January 4, 2020. Tier 1 will be from January 9, 2017 to January 5, 2019. Tier 2 will be January 6, 2019 to January 4, 2020. The solicitation contains two (2) groups: Group I - Requirements for Milk and Other Dairy Items SHIPS at Various piers at Commander Naval Base Norfolk; Norfolk Naval Shipyard; Portsmouth, VA; Naval Amphibious Base, Little Creek; Shipyard, Newport News, VA; Visiting Navy, NOAA, and U.S. Coast Guard Ships Group II - Requirements for Milk and Other Dairy Items SHORE BASED ACTIVITIES at Cheatham Annex, Williamsburg; Dam Neck Fleet Combat Training Center, Virginia Beach; Little Creek Naval Amphibious Base, Norfolk; Naval Station, Norfolk; Naval Station Northwest, Chesapeake; Naval Air Station Oceana, Virginia Beach; Yorktown Weapons Station, Yorktown Anticipated solicitation issue date is November 8, 2016. All responsible sources may submit proposals that will be considered by the DLA Troop Support. Copies of the solicitation will be found on the DLA-BSM Internet Bid Board System at https://www.dibbs.bsm.dla.mil. If not already registered, prospective offerors will be required to do so prior to viewing and downloading a copy of the solicitation. RFPs are in portable document format (PDF).
