- The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement to assist the ERDC-CERL with environmentally enriching captive, juvenile Texas Horned Lizards captured from Tinker Air Force Base (AFB) to determine the effects of captive husbandry on post-release behavior and survival. The contractor will be required to maintain a captive colony of fifty (50) lizards for a period of nine (9) months. The government will provide the lizards and instructions on implementation of environmental enrichment practices including temperature and diet requirements which must be strictly followed. Market research was conducted primarily via internet and conversations with subject matter experts. It was found that lizard husbandry services market is extremely limited. The Oklahoma City Zoo is located near the study site and has experienced, full time reptile keepers on site to provide around the clock maintenance and husbandry services. Most importantly, the Oklahoma City Zoo has a high level of expertise and a successful history in raising this challenging, endangered species. No other contractors were found within a reasonable distance of Tinker AFB that have the necessary facilities and expertise to provide this service. ERDC-CERL intends to award a purchase order on a sole source basis to Oklahoma City Zoo in accordance with FAR 13.106(b) (1). The associated North American Industry Classification System (NAICS) code is 541712, which has a size standard of 1000 employees. This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government's acquisition strategy. Please provide responses to this notice no later than 22 November 2016 at 11:59 pm, Central Time, to: CERL-CT-QUOTES@usace.army.mil, Attention Lisa Bernard in subject line. Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
