Description
The United States Navy, Naval Surface Warfare Center-Panama City Florida, Code A13, has a requirement to purchase a total of Sixteen (16) shipping and storage drums with associated dunnage (custom protective foam packing material) and desiccant in Support of the Test Set, MK650 Mod 1. All Sixteen (16) of these drums are the same basic 79-gallon drums (MS 27683-21-IH) with handles and humidity indicators installed in accordance with (IAW) MS27683-21-IH. Eight (8) of these drums with dunnage and desiccant are for the Test Set MK 650 Mod 1 VXI Control Assembly and shall be built IAW MS27683, Drawing 53711-8692816, Drawing 53711-7449763, and incorporating the technical deviations/updates required and listed below. The other Eight (8) of these drums with dunnage and desiccant are for the Test Set MK 650 Mod 1 Step Function Generator with Stand, and shall be built IAW MS27683, Drawing 53711-6669898, Drawing 53711-PL6669898, Drawing 53711-6669903, Drawing 53711-PL6669903, Drawing 53711-Ring C, MS 27683 27684 Drum Exceptions, and incorporating the technical deviations/updates required below. The Navy Technical Point of Contact for this procurement effort is Mr. Dan J. Chandler, ND-04, NSWC-PCD, Code A13, 110 Vernon Avenue, Room 3C23B, Panama City, FL 32407, (850) 234-4421, dan.chandler@navy.mil Our required delivery date (RDD) is 27 Jan 2017. R equired Technical Deviations/Notes: - All 16 of these drums are the same basic 79-gallon drums (MS27683-21-IH). - Permissible deviations are allowed to MS 27683 as listed on attached MS 27683 and 27684 Drum Exceptions (see attached). - All 16 drums shall be primed and painted as follows: Prime interior surfaces per TT-P-1757B, Type I or II, Class N, Color Y, followed by 1 coat of semi-gloss enamel per MIL-DTL-15090, Type 2, Class 2. Prime exterior surfaces per TT-P-1757B, Type 1 or II, Class N, Color Y, followed by 2 coats of semi-gloss enamel per MIL-DTL-15090, Type 2, Class 2. The "comp L" shown in note 3B on drawing 7449763 is from an old version of the paint specification for a primer that likely isn't manufactured anymore and should be ignored. - Pressure relief valves shall be installed in the lids of all 16 drums, after they are painted. These valves shall be Part No. ZPS6-037-4 (see attached) manufactured by Zero Corporation out of Monson, MA, Telephone No. (413) 267-5561. - Handles shall be installed on all 16 drums IAW MS27683. - Humidity indicators, MS20003-2, IAW MIL-I-8835, shall be installed on all 16 drums. - 4 bags of Desiccant, MIL-D-3464, Type II, NSN 6850-00-965-2280, or equivalent, shall be included inside of all 16 drums. - No actual stock number shall be marked on the Drums IAW Note 8 of Drawing 6669903, Sheet 1/6. Vendor shall put NSN only (and leave space for us to put the numbers later). - IAW Note 9 of Drawing 6669903, Sheet 1/6, the Applicable Cage Code is 53711 - IAW Note 10 of Drawing 6669903, Sheet 1/6, the Applicable MFR/PN is 6669773 - IAW Note 11 of Drawing 6669903, Sheet 1/6, the Applicable Designation is MK - IAW Note 12 of Drawing 6669903, Sheet 1/6, the Applicable Packing Date is 05/17 - IAW Note 13 of Drawing 6669903, Sheet 1/6, Vendor shall put SET only. Then, put PK 2 OF 3 under this as shown on the drawing. - IAW Note 14 of Drawing 6669903, Sheet 1/6, Vendor shall put S/N only. - Vendor shall ignore Notes 15-20 of Drawing 6669903, Sheet 1/6 - Vendor shall mark each drum with MINE TEST EQUIPMENT in accordance with Note 21 of Drawing 6669903, Sheet 1/6 - The foam cutouts shown in Detail K of Drawing 6669903, Sheet 2/6 and Detail K Section N-N Sheet 4/6 are not required. Instead, vendor shall make this foam IAW attached sketch entitled Ring C (with no cutouts in this piece of foam other than the 4-inch diameter hole in the center of the foam as shown on attached sketch entitled Ring C). See attached drawings. This procurement is in accordance with the Naval Sea Systems Command (NAVSEA) Drawings provided with this synopsis. This requirement contains distribution limited drawings subject to the Arms Export Control Act (title 22, U.S.C. Sec 2751, et seq) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., app 2401 et seq.
