Maritime Security Advisor San Jose, Costa Rica Issuance Date: 11/08/2016 Closing Date: 11/22/2016 SOLICITATION NUMBER: PSC-17-003-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. PLACE OF PERFORMANCE: San Jose, Costa Rica 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THE CONTRACT The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). INL's mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation Cocaine en route to the United States from South America primarily transits Central America. As coca cultivation in Colombia increased in recent years, we expect this problem to get worse, and the primary route of transit is maritime. The purpose of the INL Maritime Security Advisor position is to support the implementation of the United States government and the Government of Costa Rica (GOCR) Maritime Counterdrug Bilateral Agreement and the U.S. government and GOCR Border and Security program as defined in Letters of Agreement and Amendments The Advisor will provide advice and support to the INL Director, other INL colleagues, and representatives of law enforcement agencies at the Embassy. The Maritime Security Advisor will work closely with GOCR officials in the Costa Rican Coast Guard (SNGC) and related entities. DUTIES AND RESPONSIBILITIES 1. Implement a U.S. government-supported SNGC strategic development plan. 2. Conduct and coordinate training for SNGC personnel. Implement programs including, but not limited to, preventative maintenance, renovation of existing SNGC bases, and integration of new vessels into SNGC fleet. 3. Review and advise on the purchase and refurbishment of vessels as well as on maintenance and operational training. 4. Assist in the establishment of an integrated logistics and preventative maintenance and inventory program that is essential to the Central American Regional Security Initiative (CARSI) and the operational capabilities of the SNGC. 5. Serve as the principal INL liaison for the INL-funded USCG Advisor imbedded with the SNGC. In this capacity, ensure that INL/USCG capacity enhancement initiatives align toward the same program objectives and goals. 6. Provide technical advice to the INL and SNGC Directors on maintaining the safe, operational status of all U.S. government-donated and SNGC-purchased patrol vessels. 7. Provide technical advice/support through INL-Costa Rica to the SNGC to enable the patrol boat engineers to maintain safe operational status of the patrol and small boats. Provide advice on repairs, ordering spare parts, and supplies. 8. Arrange/manage civilian and military engineering mobile training teams' visits, which will provide additional specialized outboard motor maintenance and other engineering training to the SNGC. Recommend and arrange travel for selected Costa Rican officials to the U.S. for engineering training. 9. Assist INL-Costa Rica in project budget preparation and program planning. Define and make recommendations on commodity procurements and preparation of related project documentation. 10. Provide advice to the SNGC Director concerning the SNGC maintenance and repair budget. 11. Oversee and coordinate the dry dock periods of 17 U.S. donated patrol vessels in Costa Rica and supervise funded contracts for dry dock periods and pierside overhauls. 12. Assist the SNGC to evaluate, repair, maintain, or decommission the additional 52 operational/non-operational vessels in their inventory. 13. Attend general and law enforcement meetings, national and international conferences and seminars, and meetings with GOCR officials, reporting on discussions, activities, and/or decisions. 14. Provide advice and assistance in end-use monitoring (EUM) of U.S. government-supplied commodities and services, preparing input for the annual EUM report to the U.S. Congress. Review and advise on the purchases and refurbishment of systems/equipment transferred to the relevant GOCR entities. 15. Provide advice and assistance in the formulation of INL input to the Integrated Country Strategy (ICS). 16. Prepare background materials and reports to be used by the INL Director and other USG actors in preparing speeches and briefings to articulate INL engagement on maritime security efforts in Costa Rica. 17. Brief visiting officials and Embassy staff on the role of INL and the status of U.S.-Costa Rica maritime security projects and related initiatives. TRAINING & DISTANCE LEARNING COURSES 1. Complete the Contracting Officer Representative (COR) course through Foreign Service Institute (FSI) within 120 days of arriving at Post. Obtain/maintain Federal Acquisition Certification - Contracting Officer's Representative (FAC-COR) Level I Certification within 120 days of arriving at Post. (see http://www.fai.gov for details) 2. Proven ability to complete Distance Learning (DL) FSI Introduction to Working in an Embassy (PN113) course within the first six (6) months of assignment successfully. RELATIONSHIP The Advisor will report directly to the INL Director or as designated at the U.S. Embassy, San Jose and will be based at the U.S. Embassy. The Advisor will have significant responsibility for training in Costa Rica and will be required to travel frequently throughout Costa Rica, Central and South America, and the United States. The Advisor will consult and coordinate with the Office of the Defense Representative (ODR) in San Jose regularly. The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of Assignment Report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1. INL Director at the U.S. Embassy, and; 2. INL/WHP Program Officer located in Washington, D.C. Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. COMPLEXITY The Advisor must be able to assess host country needs, develop and manage maritime projects in coordination with host-country officials, including promoting U.S. interests with host government officials, ensuring sustainability of projects through provision of appropriate training/maintenance, and integrating competing needs of US and Costa Rican law enforcement agencies, and Costa Rican government entities involved in maritime security and counternarcotic activities. SCOPE AND EFFECTIVENESS The Advisor's work will occur in the field and at the U.S. Embassy for meetings, program implementation, activity reviews, field inspection, and program evaluation. The Advisor must be able to work independently in remote areas for short periods of time. The Advisor must be able to demonstrate technical skills. Travel to the U.S. and regions outside Costa Rica will be required. PERSONAL CONTACTS The Maritime Security Advisor will work closely with INL personnel, other USG law enforcement agencies within the Mission, contractors implementing INL projects and host-government counterparts. MINIMUM QUALIFICATIONS 1. U.S. Citizenship, able to obtain/maintain a DOS Secret security and medical clearance. 2. Demonstrated customer service skills and the ability to work with limited supervision. 3. Proficient in Microsoft Office Suite. 4. A minimum of seven (7) years' related experience in maritime operations. 5. A minimum of two (2) years' demonstrated experience in managing programs or projects, including budget preparation, goods and services procurement, and project implementation and oversight, preferably involving border security activities. 6. A minimum of five (5) years' experience in shipboard/small boat maintenance material management. 7. Superior interpersonal skills when working with senior level management. 8. Superior English communications skills both oral and written. 9. Demonstrated advanced professional proficiency in the Spanish language, spoken and written. PREFERRED QUALIFICATIONS 1. Demonstrated knowledge of maritime interdiction operations or similar program development and implementation in an international environment. 2. Demonstrated experience working or coordinating with other relevant US government agencies (e.g., Department of Defense, DEA, CBP, USAID) and/or international organizations. 3. Demonstrated knowledge of U.S. government procurement. Evaluation Criteria Factor 1 Offeror's demonstrated ability to develop and implement technical assistance in marine vessels, as well as ability to provide maritime interdiction operational and policy guidance to the INL Director. (30 points) Factor 2 Offeror's demonstrated performance managing planning, budgeting, and oversight functions at an agency-wide level. (20 points) Factor 3 Offeror's demonstrated ability to work effectively in a cross-cultural environment, especially with local, state, or national authorities. (20 points) Factor 4 Offeror's demonstrated ability to liaise with relevant USG agencies, domestic law enforcement, Coast Guard, and the international community for the purpose of sharing information and developing complementary policies / programs. (20 points) Factor 5 Past performance and the offeror's previous experience and quality of performance. In conducting the evaluation the Government reserves the right to utilize all evaluation info available at the time of evaluation, whether provided by the applicant or obtained from references. (10 points) COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
