INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Becton, Dickinson and Company, 1 Becton Dr, Franklin Lakes, NJ 07417-1880, to procure a variety of reagents that are required by the Hematology Branch for the phenotyping of patient cell samples. BACKGROUND Dr. Young's research is focused on bone marrow failure-human diseases that result in a failure to produce blood cells, i.e. aplastic anemia. His comprehensive bedside-to-bench approach begins with enrolling hundreds of patients per year in the largest bone marrow failure clinic in the world. His laboratory uses a variety of approaches to analyze these patient samples for clues to disease etiology, which then inform work in animal models. One technique often utilized is flow cytometry. Flow cytometry is a laser-based, biophysical technology employed in cell counting, cell sorting, biomarker detection and protein engineering, performed by suspending cells in a stream of fluid and passing them through an electronic detection apparatus. This technique allows simultaneous multiparametric analysis of the physical and chemical characteristics of up to thousands of particles per second. Flow cytometry is routinely used in the diagnosis of health disorders, especially blood cancers, but has many other applications in basic research, clinical practice and clinical trials. A common variation is to physically sort particles based on their properties, so as to purify populations of interest. This process relies on using reagents that are consistent with previously utilized reagents, as any changes to the protocol (including reagents, instruments, testing conditions, etc.) would invalidate study data. PURPOSE The purpose of this acquisition is to procure a variety of antibodies that are required by the lab for the phenotyping of patient cell samples. It is imperative that these antibodies are consistent with previously utilized reagents, as any changes to the protocol (including reagents, instruments, testing conditions, etc.) would invalidate current work practices. The laboratory tested many manufacturers' products when the protocol began and has established that for their needs, BD Biosciences products are the reagents that best maintain consistency and quality in the research. Experimental conditions require that the specific clones of antibodies sold by Becton Dickinson continue to be used, as we need to have consistency throughout this protocol. Consistency is critical to data validity, and we must ensure that experimental protocols are maintained and unchanged for all studies performed. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source (for purchases not exceeding the simplified acquisition threshold) and only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 339113, Surgical Appliance and Supplies Manufacturing, and the Small Business Size Standard is 750 employees. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable (FAR Part 6.001). The resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-89 (November 1, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by November 17, 2016 at 9:00AM EST and must reference synopsis number NHLBI-CSB-(HL)-2017-024-KMA.
