- Tombstone, AZ land appraisal solicitation package The Agricultural Research Service (ARS) requires an appraisal of Armada Minerals, Incorporated ownership, of a portion of Section 21, Township 20 South, Range 22 East, containing a total of approximately 5.17 acres of land. This portion of said parcel is being considered for potential acquisition by the Federal Government, for construction of a new laboratory facility for the United States (U.S.) Department of Agriculture, ARS, Southwest Watershed Research Center (Location), Tucson and Tombstone, Arizona. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted under procedures pursuant to the authority of FAR part 12, Acquisition of Commercial Items (Title VIII of the Federal Acquisition Streamlining Act of 1994 (Public Law 103-355). This announcement constitutes the only solicitation; Quotations are being requested (RFQ's) and a written solicitation will not be issued. The solicitation is issued as a small business set-aside. The solicitation documents and incorporated provisions & clauses are those in effect through Federal Acquisition Circular 2005-91 effective 30 September, 2016. The applicable North American Industry Classification Code (NAICS) is 531320 with a size standard of $7.5 million. All interested offerors are invited to submit a quote utilizing your most competitive and reasonable rates. ARS will evaluate quotations and issue an award based on best value.
