DRAFT Plans DRAFT Specifications DRAFT Specification List The U.S. Forest Service, Region 6,Umpqua National Forest has a requirement for the Deer Creek Trail Bridge Replacement Project, Diamond Lake Ranger District, Douglas County, Oregon. The project includes but is not limited to: • Removal of man-made materials from the previous bridge treated timber sills. • Construction of new 84'-10" main-span weathering steel truss bridge including the design, fabrication, delivery and installation. • Construction of two new 20'-2" approach-spans pressure treated longitudinal glued-laminated deck slab bridges including the fabrication, delivery and installation. • Construction of the geocell and precast concrete piers, geocell and treated timber abutments, stone armor and retaining walls, and approach embankment. • Cutting hazard trees in the construction area and relocating them downstream of the new bridge. • The use of a helicopter to aide in the construction is anticipated. Project Location: From Roseburg, OR travel east on State Highway 138E for 61 miles. Turn left onto Forest Service Road 34 and travel approximately 2.5 miles and turn right onto Forest Service Road 3401. Travel on Road 3401 for approximately 2 miles and turn left to the Umpqua Hot Springs Trailhead. Cross the trail bridge walk and west (downriver) for approximately 1.5 miles on the North Umpqua Trail #1414 to the bridge site. The old bridge was destroyed in 2012. The site is located near Latitude 43.296, Longitude 122.3765 and Elevation 2750 feet. The Lemolo Forebay #1 Helispot is located near Latitude 43.361, Longitude 122.2194 and Elevation 4120 feet although additional helispots are being investigated for easier access (potential helispot at Toketee Airstrip or the junction of Road 34 and Road 3400100). It is anticipated that the project site will be under snow when a final solicitation and final plans and specifications are ready to be released this winter. Therefore, two organized site visits have been scheduled and draft specifications and plans are being posted. The site visits have been scheduled for 9:30 a.m., Wednesday, November 30, 2016 OR 9:30 a.m., Thursday, December 1, 2016. Clause 52.236-3 - Site Investigation and Conditions Affecting the Work will be included in any contract awarded as a result of this solicitation, so it is highly recommended that potential offerors inspect the site while the weather allows. Participants will meet at: Diamond Lake Ranger District Office, 2020 Toketee Ranger Station Road, Idleyld Park, Oregon 97477. Attendees participating in the site visit will be expected to provide their own transportation as well as personal protective equipment. There will be a 1.5 mile (one-way) walk on the North Umpqua Trail #1414 to the bridge site. The Government's estimate is between $250,000 and $500,000. A bid bond (20%) will be required with offers, and a payment bond (100 percent) and performance bond (100 percent ) will be required after award. Contract performance time is estimated to begin April 10, 2017 with project ready for use no later than October 31, 2018. FOR ADDITIONAL INFORMATION contact Julie Jackson-Merritt at 541.957.3441. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Preferred Program (FB4P). Note: prospective awardee shall be registered and active in the System for Award Management (SAM) data base prior to award.
