All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. This is not a solicitation announcement. This is a sources sought synopsis only. This notice is to assist the VA in determining sources only and a solicitation is not currently available. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification relative to NACIS 811310. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the Federal Business Opportunities website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement. The Department of Veterans Affairs, Network Contracting Office (NCO22), is seeking sources for a potential contractor to provide SCAQMD required Continuous Emissions Monitoring System maintenance at VA Greater Los Angeles Healthcare System, 11301 Wilshire Blvd, Los Angeles, CA 90073. The Statement of Work for required services is included in this document. If you are interested, and are capable of providing the required services please provide the requested information as indicated below. The intended contract period will be for one year with four, one-year option periods. Response to this notice should include company name, address, point of contact, size of business pursuant to the following questions: (1) Is your business small; (2) If small, does your firm qualify as a small, emerging business, or small disadvantaged business?; (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act?;(4) Is your firm a certified Hubzone firm?; (5) Is your firm a woman-owned or operated business?; (6) Is your firm a certified Service-Disabled Veteran Owned Small or veteran owned small business? Responses to this notice shall be e-mailed to the attention of Randy Corry, Contract Specialist at Randy.Corry@va.gov. Telephone responses will not be accepted. Responses must be received in writing no later than 2:00 p.m. November 18, 2016. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Statement of Work Continuous Emissions Monitoring System Maintenance and Reporting TITLE: Continuous Emissions Monitoring System Preventive Maintenance BACKGROUND: VA Greater Los Angeles Healthcare System (VAGLAHS) requests daily inspection, testing and calibration service and report filings for three CEMS units (one per boiler). These requirements are to comply with SCAQMD rule 1146 and 218 regulatory requirements. LOCATION: VA Greater Los Angeles Healthcare System (VAGLAHS), 11301 Wilshire Blvd. Los Angeles, CA 90073-1003. The boilers are in building # 295. NORMAL HOURS: Normal working hours are from 8:00 AM 4:30 PM, Monday through Friday excluding Federal holidays. Note: Since this system is a critical utility that operates 24/7, service calls may be placed as needed after normal working hours including weekends and Federal holidays. MANDATORY RESPONSE TIME: 4 hours from time of call GLOSSARY: CEMS-Continuous Emission Monitoring System DAS-Data Acquisition System PLC-Programmable Logic Control/Controller QA/QC-Quality Assurance/Quality Control SCAQMD-South Coast Air Quality Management District SERVICED EQUIPMENT: Three (3) Horiba boiler (CEMS) model CLA-510NOx Analyzer, MPA-510 O2 Analyzer, VIA-510 CO Analyzer and ESC-510 Sample Conditioner. Automation Direct PLC, C-More touch screen, Yokogawa paperless chart recorder, sample lines and sample line heaters, peristaltic pumps, Ammonia scrubbers, gages, thermometers, tubing and all other parts of the CEMS unit OTHER REQUIREMENTS: 1. Contractor must possess CA C-4 boiler license 2. Contractor must be Horiba Factory-Certified in operation and maintenance of Horiba Analyzers 3. No sub-contracting of work is allowed. 4. Contractor must have programming knowledge of Automation Direct, C-More, Yokogawa and Factory Links and knowledge of SCAQMD rule #218 and #1146 is a must. DUTIES: 1. Perform daily inspection of CEMS calibrations on paperless chart recorder, PLC and DAS. If any failure/exceedance occurs, perform manual calibrations and/or any repairs necessary to comply with SCAQMD rule #218 and #1146. (Title V 500-N report and SCAQMD call in) 2. Calibration to include daily monitoring and adjustments of calibration gas pressures and flows. 3. Inventory calibration gases and change out bottles as necessary (calibration gases provided by VA). 4. Inspect and clean primary filter packings, O-rings, condensate drains, sample coolers, pumps, filters, diaphragms and sample lines daily. 5. Inspect and clean secondary filters weekly. 6. All consumables to be provided and installed as necessary. 7. Assist third party with quarterly Calibration Gas Audit, Ammonia slip test, RATA and periodic testing. File all forms in CEMS binders and with SCAQMD 8. Clean all CEMS cabinet components (including air conditioner air filter) OTHER INFORMATION: - There are three separate CEMS units (one for each boiler) that share one supply calibration gas station for Nox, CO, O2 and Zero Nitrogen each with their own regulators, gages and flow meters. -Each CEMS consists of a Horiba O2, CO and Nox analyzer and sample flow conditioner with an Automation Direct PLC and C-More touchscreen calibration system and Yokogawa paperless chart recorder. -Each CEMS contains a sample line heater, peristaltic pump and Ammonia scrubber. The CEMS is connected to a Siemens Factory Links DAS. REPORTING REQUIREMENTS: Hard copies of all tests, inspections, calibrations and reporting are to be kept in Bldg. #295 CEMS cabinet and sent to SCAQMD as required to comply with rule #218 and #1146. File Title V 500 SAM semi annual/annual reports. Provide CDs of all testing data, CEMS 500N reports and CEMS data. Mail written summary reports and CDs to SCAQMD Log inventory of all Ammonia usage and file with SCAQMD.
