- The Army Contracting Command - Redstone Arsenal (ACC-RSA) under the authority of the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, and Federal Acquisition Regulations (FAR) 6.302-1 entitled, quote mark Only one responsible source and no other supplies or services will satisfy agency requirements, as supplemented with additional information included in this notice, this announcement is of the purpose for the Government's intent to award sole-source/non-competitive action to Open Group. In accordance with FAR 6.302-1, the Government intends to award a sole source/non-competitive contract for the Program Executive Office (PEO) Aviation office for FACE consortium membership fees for PEO Aviation to participate in The Open Group Future Airborne Capability Environment (FACE) Consortium. The Open Group set up the FACE consortium to facilitate Government and Industry interaction to draft and maintain a standard for software development in the military avionics/cockpit software market segment. This standard is being developed for the DoD market to reduce the developmental and recurring costs of software intensive, aviation systems and sub-systems. Membership in the FACE consortium will provide US Army Aviation with a vote in the standards process and allow for active, contributing participation in the ongoing working groups that are evolving and refining the standard. Standards version changes are expected every two years, with smaller updates issued as they are needed in the intervening timeframes. Currently, only The Open Group can satisfy the Governments need. The Contractor The Open Group will provide all necessary items to equip Program Executive Office (PEO) Aviation. The following provisions apply to this acquisition:52.212-1, Instructions to Offerors - Commercial. The offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions -- Commercial Items. 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The Government will award a contract to The Open Group whose offer is most advantageous to the government; price and other factors were considered. The following factors were used to evaluate The Open Group's offer: Technical capability and price. Award will be made to The Open Group, Inc. whose offer was technically acceptable and is the existing contractor providing equipment and service.
