- General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2 Contract Information. The U.S. Army Corps of Engineers, Rock Island District, is seeking Businesses that can provide the following: Security Alarm System and Monitoring of the Illinois Waterway Project Office. The proposed contract will be a firm, fixed price contract in accordance with procedures outlined in FAR Part 12, Acquisition of Commercial Items/Services and FAR Part 13, Simplified Acquisition Procedures. Responses to this Sources Sought announcement will be used by the Government to make, if appropriate, a small business set-aside acquisition strategy decision. SITE VISIT: A site visit will be held on 22 November 2016 from 10:00 am - 11:00 am at the Illinois Waterway Project Office, 257 Grant Street, Peoria, IL 61603-1157. North American Industrial Classification Code (NAICS): 561621, Security Systems Services Size standard : $20.5M Federal Service Code: N063, Installation of Equipment - Alarm, Signal, and Security Detection Systems Point of Contact: Liz Dennison at elizabeth.a.dennison@usace.army.mil Project Description: This contract is to assist the U.S. Army Corps of Engineers, Rock Island District (USACE) with Surveillance System and Monitoring for the Illinois Waterway Project Office located in Peoria, IL. Work may include, but are is limited to: Furnishing all labor, supervision, equipment, materials and supplies necessary to provide Surveillance System and Monitoring during the hours of 4:00 pm - 8:00 am Monday through Friday and 24 hour surveillance on weekends and all Government Holidays. The system shall have minimum of 30 day recording time using IP addressable cameras. The surveillance system shall have remote view capability and provide analytic technology. Alarm devices shall be installed inside Bldgs. 301, 306 and 308. All equipment shall be non-proprietary. The system shall be connected through radio or cellular communication to the alarm service provider. Service to alarm system equipment shall be provided within 24 hrs. The service shall use the analytics to dispatch an armed guard on actual breaches. Existing Equipment and System: the Government owned security system consists of Honeywell VISTA-20P. Additional Government owned equipment consists of : Osco Gate Access & Control Unit Keypad and proxy card system 4 - Panasonic PTZ cameras 1 - Panasonic DVR HD716 1 - Panasonic WJ-SX150A Matrix Switcher 1 - Panasonic WV-CU360 Controller Submission Instructions: Responses to this Sources Sought notice must be submitted electronically (via email) SUBJECT: W912EK-17-X-SCTY, Surveillance System and Monitoring for the Illinois Waterway Project Office. All responses must be received by the specified time and due date to be considered. All successfully submitted responses will receive an acknowledgement by return email. Firm's response to this Sources Sought shall be limited to Ten (10) pages and shall include the following information: • Provide Firm's name, address, point of contact, phone number, e-mail address, CAGE and DUNS number • Provide Offeror's type of business and business size (whether large business, small business, HUBZone, Service Disabled Veteran Owned, 8(a)). The Government is seeking to identify qualified sources either singularly or as part of an assembled team under North American Industry Classification System (NAICS) 561621, Security Systems Services. • Provide Offeror's joint venture information, if applicable, existing and potential. • Provide relevant information on the Firm's experience/Capabilities as it pertains to the proposed work outlined in the Project Description. • Provide a maximum of two examples of projects similar in size, scope and complexity with a brief description of each project, customer name, timeliness of performance, contract number, customer satisfaction and the dollar value. Projects are expected to represent ability of execution of task(s) and logistics required to perform the following actions: Setting up surveillance system and providing monitoring services. The Government may verify information in CPARS or PPIRS. Disclaimer and Important Notes. This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. All interested firms must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract.
