- Synopsis Amendment 0001 Amendment 0001: Based upon further market research, the Government now intends to accomplish this requirement through a WOSB sole source pursuant to FAR 19.1506. Therefore, the United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-5, Authorized or Required by Statute. The Government intends to solicit and negotiate with MSA, Inc., 11001 Gary Player, El Paso, TC, 79935-3911, for three (3) years of testing design and evaluation services for Human Systems Integration (HSI) Field Evaluation Services for Army System Acquisition. This notice of intent is not a request for competitive proposals. However, any responsible WOSB source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation (in accordance with the below requirements), which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Submission Requirements: As noted in the original synopsis, this effort requires services that are similar in scope to the attached sample PWS (please note PWS is only intended as a representative effort and is not the final version for this requirement). WOSB sources who can completely fulfill the subject requirement shall submit the following documentation for consideration by the Contracting Officer and Technical Office: A capabilities statement that adequately addresses the scope of tasks in the sample PWS No less than two (2) records of past performance of similar efforts Evidence of a DCAA approved accounting system for cost type contracts. The Government does not intend to use Part 12 for this acquisition.
