Description
The National Aeronautics and Space Administration (NASA)/Ames Research Center (ARC) plans to issue a Request for Proposal (RFP) for NASA Advanced Computing Services (NACS). NASA currently operates two major High Performance Computing (HPC) facilities: NASA Advanced Supercomputing (NAS) at Ames Research Center, Moffett Field, California, and the NASA Center for Climate Simulation (NCCS) at Goddard Space Flight Center (GSFC) in Greenbelt, Maryland. NAS operates the primary HPC facility in support of all NASA mission areas, whereas the NCCS primarily supports the Science Mission Directorate (SMD). Users of both facilities are broadly distributed across most NASA Centers and Jet Propulsion Laboratory (JPL), numerous partner organizations, including other federal agencies, universities, corporations, and other organizations performing work for or with NASA. NASA/ARC and GSFC will consolidate the NAS and NCCS requirements. The consolidated requirement will be known as the NASA Advanced Computing Services (NACS). The consolidation of requirements will enhance best value to NASA by reducing transaction costs, ensure a streamlined acquisition, and improve the overall effectiveness of NACS services. NACS defines the scope of activities required to support advanced computing services for NASA. In addition to supporting the NAS at ARC and the NCCS at GSFC, the NACS may be used to provide advanced computing services to other NASA Centers and the JPL as required by the Government. The primary advanced computing service provided by both NAS and the NCCS is high performance computing (HPC, also known as supercomputing, high end computing, or HEC). Other areas, including high-end applications, data-intensive computing, collaborative computing, and emerging computing paradigms (such as quantum computing) are becoming increasingly important services. In addition, NACS will support NASA mission-driven science and engineering using these advanced computing services. Primary place of performance will be NASA Ames Research Center (ARC), Moffett Field, CA and Goddard Space Flight Center (GSFC), Greenbelt, MD. The NACS procurement is a consolidation of the following current contracts: NASA ARC, NASA Supercomputing Support Services (NS3), NNA07CA29C. NS3 contract was awarded to CSRA LLC on July 23, 2007. The estimated value of this CPAF Contract is $596M. NASA GSFC, Computational and Information Science and Technology Office and Technical Services (CISTO-SCTS) NNG13HQ01C. CISTO-SCTS contract was awarded to CSRA LLC on January 17, 2013. The estimated value of this CPFF Contract is $103M. This pre-solicitation synopsis is issued to replace the NACS Special Notice posted July 14, 2016 and the Request for Information (RFI) NNA15NACSL posted on April 3, 2015. All future communications related to this requirement will be issued under NNA17554082R. The Government does not intend to acquire a commercial item using FAR Part 12. This procurement will be for 10 years with a one-year base period (includes 30 day phase-in) and nine (9), one-year option periods. The NAICS Code and Size Standard are 541513 for Computer Facilities Management Services, with a size standard of $27.5 Million. This requirement will be issued as Full and Open Competition procurement. Small Business Goal 12%, Small Disadvantaged Business 5%, Woman-Owned Small Business 4%, Historically Underutilized Business Zone 1%, Veteran-Owned Small Business 2%, and Service Disabled Veteran-Owned Small Business 1%. The Government is contemplating a Hybrid Cost Plus Award Fee (CPAF) and Cost Plus Fixed Fee (CPFF) contract consisting of a core contract management services and core technical requirements and Indefinite Delivery/Indefinite Quantity (IDIQ) requirements for additional technical requirements. The Government will host a virtual pre-solicitation conference at ARC. The date of the virtual pre-solicitation conference is scheduled in November 2016; further details will be posted on FBO. A Draft Request for Proposal (DRFP) will be posted, which will seek comments from interested parties. The tentative schedule for NACS is as follows: Draft RFP January 2017 Pre-Proposal Conferences via Industry Days (ARC and GSFC) January/February 2017 Final RFP March 2017 Contract Award January 2018 Notification is hereby provided of the availability of the Contracting Officer and Technical Representative to meet with interested parties for two, one-on-one meetings; one at ARC and one at GSFC before the DRFP is released. Duration of each one-on-one meeting shall be for one hour. It is not required to schedule a one-on-one meeting; it is also not required to schedule a meeting at both Centers. Interested parties who have already met to discuss the NACS/ARC or NCCS/GSFC requirements will have the opportunity to meet again at either Center or both. Interested parties shall contact the Contracting Officers listed below via email to arrange a one-on-one meeting at ARC and GSFC.
