- The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), US Meat Animal Research Center, Clay Center, NE, intends to negotiate on a sole source basis maintenance of existing high performance liquid chromatography-mass spectrometry platforms, ULCO_TQS1 and I-class/Xevo G2-S Qtof.to Waters Corporation in Bedford, MA; under the authority of FAR 6.302-1. The infrastructure of service and support that Waters provides to these systems is unique and cannot be alternatively sourced. Approximately 50% of all Waters HPCL and UPLC parts are manufactured by Waters directly. The majority of these parts cannot be alternatively sourced. Customer technical support on Waters instruments, informatics and chemistry is only available from Waters on Waters systems. Applications support on Waters systems in only available from Waters. Waters service engineer support is only available to Waters service engineers. Instrument and software upgrades for Waters systems are only available from Waters. Waters offers the only platform capable of accessing instrument diagnostics remotely on Waters systems. Guaranteed performance of these instruments is invalidated if the work is not performed by a Waters representative. This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation is available. Firms that believe they can provide this software are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer within 10 days of publication of this notice. All information received within 10 days of publication of this synopsis will be considered by the Government to determine if the alternative software meets the Government's requirements and is capable of performing the intended task(s).
