Description
Statement of Work Request for Quotation This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. The NAICS Code for this procurement is 325120/1000 employees Size Standard respectively. The offeror shall state in their offer their size status for this procurement. This procurement is a best value procurement. An award will be based upon the evaluation of the following criteria: 1. Past Performance 2. Product Quality 3. Price All responsible sources may submit an offer which shall be considered by the agency. The period of performance will start one day after contract award. Offers for the items(s) described above are due by November 18, 2016, no later than 2:00 PM Central Standard Time to donita.furman@ars.usda.gov. Offerors shall provide the information required by FAR 52.212-1 (Oct 2015), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (MAY 2015), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JUN 2016), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: FAR 52.219-6, FAR 52.222-3, FAR 52.222-19, FAR 52.222-21, FAR 52.222-26, FAR 52.222-36, FAR 52.225-1, FAR 52.225-13, and FAR 52.232-33. The FAR may be obtained via the Internet at http://www.acquisition.gov/far. All contractual and technical questions must be in writing (e-mail only) to Donita Furman no later than noon CDT on November 16, 2016. Telephone questions will not be accepted. Selection of awardee(s) will be made to those who submit technically acceptable quotes. Technical acceptability will be determined by meeting the minimum specifications listed in the Statement of Work. A detailed description/specification of the item being offered shall be included with the offer. If offerors are not registered via the www.SAM.gov website, offerors shall complete and return a copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items (July 2016) with their offer. These representations and certifications will be incorporated by reference in any resultant contract. Offers must have an active registration with www.SAM.gov in order to be considered for contract award. It is the offeror's responsibility to monitor the internet site for the release of solicitation amendments (if any). THIS IS A SMALL BUSINESS SET ASIDE. FAR 52.217-6 - OPTION FOR INCREASED QUANTITY (MAR 1989) The Government may increase the quantity of supplies called for in the Schedule at the unit price specified. The Contracting Officer may exercise the option by written notice to the Contractor within [7 days]. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree. (End of Clause) FAR 52.217-7 - OPTION FOR INCREASED QUANTITY -- SEPARATELY PRICED LINE ITEM (MAR 1989) The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within [7 days]. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. (End of Clause) FAR 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 60; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years. FAR 52.232-36 - PAYMENT BY GOVERNMENT-WIDE COMMERCIAL PURCHASE CARD (May 2014) A Government-wide commercial purchase card charge authorizes the third party (e.g., financial institution) that issued the purchase card to make immediate payment to the contractor. The Government reimburses the third party at a later date for the third party's payment to the contractor. FAR 52.252-2 - CLAUSES INCORPORATED BY REFERENCE (FEB 1998) This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Also, the full text of a clause may be accessed electronically at this address: www.acquisition.gov/far/index.html 52.204-18 Commercial and Government Entity Code Maintenance JUL 2016 52.232-40 Providing Accelerated Payments to Small Business Subcontractors DEC 2013 C.1.11 FAR 15.204-1 - REPRESENTATIONS, CERTIFICATIONS AND OTHER STATEMENTS OF OFFEROR In accordance with FAR 15.204-1(b), the completed and submitted "Representations, Certifications, and Other Statements of Offeror", are incorporated by reference in this resulting contract. AGAR 452.246-70 INSPECTION AND ACCEPTANCE (FEB 1988) (a) The Contracting Officer or the Contracting Officer's duly authorized representative will inspect and accept the supplies and/or services to be provided under this contract. (b) The Contract Officer or purchase cardholder shall identify deadlines and milestones for the work required on each task/delivery order at time of submission to the awardee. Work shall be inspected and accepted on a case-by-case basis by the agency placing the task/delivery order. Any performance issues shall be reported to the Contracting Officer. (c) Inspection and acceptance will be performed at: USDA locations nationwide. FAR 52.252-1 SOLICITATION PROVISIONS INCORPORATED BY REFERENCE (FEB 1998) This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer.
