- Sources Sought Announcement The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform potential multiple awards for Environmental Remediation Services. The Eastern Region of the U.S. Forest Service is doing market research to understand the numbers and types of contractors who have the capability and are interested in performing the following project(s). This is a non-personnel service which provides three (3) types of Professional Environmental Service activities. The first requirement/activity is Emergency Hazardous Materials Release Response, the second requirement/activity is for Non-Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) Site Investigation that may include Site Clean-up and Remediation, and the third requirement/activity is Clean and/or Characterization of Illegal Marijuana Grow Sites. We also wish to seek potentially qualified sources, with indication of business size classification, including: SBA certified 8(a) Small Business, SBA certified HUBZone Small Business, Small Disadvantaged Business, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, and Small Business The Forest Service (FS), Eastern Region has a requirement for Emergency Hazardous Materials Release Response, Non-CERCLA Site Investigation, Cleanup and Remediation, and Illegal Marijuana Grow Site Investigation and Cleanup services. The contractor shall provide all necessary labor, materials, and transportation to meet the requirements of these projects. Need/Requirement: This requirement supports the FS, Eastern Region 9, which includes 15 National Forests located throughout the northeast United States. The states are Missouri, Minnesota, Michigan, Wisconsin, Illinois, Indiana, Ohio, West Virginia, Pennsylvania, New York, Vermont and New Hampshire. Some of the work may encompass private land adjacent to these National Forest lands. Professional Environmental Services for Emergency Hazardous Materials Release Response (activity I), Non-CERCLA Site Investigation, Cleanup and Restoration (activity II), and Illegal Marijuana Grow Site Investigation and Cleanup (activity III). Services include but are not limited to the following: • Collect water, soil, sediment, wipe and air samples, • Obtain technical data, • Waste classification and profiling, • Waste transportation and off-site disposal, • Provide technical data reports, • Identify recommendations for remediation, • Perform site remediation and restoration, • Participate in meetings with the Government and other regulatory agencies to provide technical response, • Provide investigation and clean-up of hazardous materials and hazardous solid wastes and Associated contamination on National Forest System lands, • Provide emergency response services to a hazardous materials release or spill on National Forest System lands • Contact and coordinate with appropriate regulatory agencies to determine if the Task Order (or work conducted within performance of the Task Order) is subject to the review and approval of the regulator agency, for example the Environmental Protection Agency (EPA) and /or a State(s) regulatory agency. Interested vendors should attach information about the company including brochures, etc. All information shall be submitted in Word or PDF format. Please include in your submission answers to the following: a) Under NAICS Code 562910 - Waste Management and Remediation Services, are you a large or small business against the SBA size standard of $14 million, b) If another NAICS code may be applicable, please identify the NAICS in your Capacity Statement, c) is your company certified in a particular socio-economic set-aside category, d) Provide a brief overview of your companies experience performing one or all of the three (3) types of Professional Environmental Service activities. Please identify any of this work done for the US Forest Service or other federal agencies, e) provide the disciplines of labor and expertise your company carries "in-house, and the disciplines and trades you normally sub-contract, f) what is your anticipated response time to perform such projects? An organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organizations qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. We anticipate the solicitation may be available late 2016 or early 2017; however, there is no guarantee or implication of a guarantee that this project will be solicited. Responses to this notice will not be considered adequate responses to a solicitation.
