- NOI - BREEZE EXDAM HEXDAM software. THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Aeromedical Research Laboratory (USAARL) Visual Protection and Performance Division (VPPD) intends to negotiate a sole source acquisition for BREEZE ExDAM HExDAM Explosion simulation software that predicts overpressure as a result of a blast event and provides results in a graphical and tabular format. The requirement is for software purchase and maintenance support for BREEZE ExDAM HExDAM software on its network and server infrastructure in accordance with the Minimum Essential Criteria (MEC) outlined below. This requirement is a one (1) year base period and four (4) option years to provide annual technical support and software maintenance to include system upgrades. The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole source Firm-Fixed Price supply contract to Trinity Consultants, Inc., located at 12700 Park Central Dr. Ste. 2100, Dallas, TX 75251-1546 (DUNS 068985480; CAGE Code: 06MQ8). The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 U.S.C. 1901. The Federal Acquisition Regulation (FAR) citation is 13.106-1(b)(1)(i) and the FAR citation title is “Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name, or industrial mobilization)”. Minimum Essential Criteria (MEC): BREEZE ExDAM HExDAM Explosion simulation software 1. Software must simulate blast wave propagation around buildings and other objects and calculate the blast overpressure and dynamic pressure as a result of the blast wave. 2. Software must generate 2D and 3D contour plots of blast overpressure with the capability of exporting the results to a universal file type. 3. Software must generate tabular results with the capability of exporting them to a universal file type. 4. Software must be able to predict bodily injury as a result of an explosive event. 5. Software must factor shielding effects by structures closer to the blast and their effect on downstream objects. AN RFQ W81XWH-17-T-0031 will be issued for Sole Source. The North American Industry Classification System (NAICS) for this requirement is 511210 and the size standard is $38.5M. All sources that believe they are eligible to provide these items must respond in writing or respond to the RFQ. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects 8 days (8) days after the publication of this notice, the purchase will be awarded without further remark.
