Modification #3 : Q5: Is Green Powered Technology LLC, the firm that prepared the Desk Study, eligible to bid for this Feasibility Study? A5: Green Powered Technologies LLC was competitively selected and contracted by USTDA to perform the desk study to evaluate and develop the KenGen Gitaru feasibility study and is therefore precluded from serving as the prime contractor or a subcontractor to perform the feasibility study. Q6: Regarding the Gitaru RFP Experience and Qualifications (Section 3.5) requirement "The minimum required experience for firms to qualify is 10 years consulting for solar PV plants", does "firms" here mean each firm on a team including subcontractors, or just the Offeror (i.e., the prime contractor)? A6: The RFP Section 2.2 defines the "Offeror" as a U.S. firm, including any and all subcontractors, which responds to the RFP and submits a formal proposal. For the Offeror to qualify according to the RFP Section 3.5 Experience and Qualifications, the main U.S. contractor and relevant subcontractors should collectively have at least 10 years consulting experience relevant to solar PV power plants and the Offeror team should have carried out a minimum of one feasibility study for a solar PV power plant in the last five years. Q7: Has KenGen has previously completed any prior environmental impact assessments or analysis for the Project? If so, what level of assessment has been done (i.e. full or preliminary study)? Will this information be made available to the selected Contractor? A7: KenGen has not undertaken an environmental impact assessment or analysis for the proposed solar project at the Gitaru site. As indicated in the RFP, the Gitaru site is co-located with an existing KenGen hydropower plant for which KenGen has carried out routine environmental impact assessments. Any such prior reports relevant to the Gitaru site shall be made available to the winning Offeror as reference for performing the feasibility study. Q8: Can you please advise the proposal delivery requirements. We read the RFP as a "hard copy" delivered. Can you advise the number of copies to accompany the original? Are email submissions acceptable in lieu of a hard copy? A8: Please refer to the proposal submission requirements in the RFP Section 2.13. Hard copy submission is required. Q9: In reference to the subject RFP, we would like to clarify if Offerors are eligible to participate directly and submit a proposal on 22 November 2016 or if they must pass a prequalification process prior to the submission. A9: There is no prequalification process to submit a proposal under the RFP. Please refer to the RFP document for all eligibility and proposal submission requirements. Q10: Regarding Question and Answer No. 2 ("Q2" and "A2"), it is not clear from this response whether the other bidders for implementation of the Project would be provided a ‘redacted' version of the Feasibility Study or the complete original report submitted by the Contractor without any redaction. A10: If KenGen issues follow-on solicitations for contractor(s) to implement the Project, a copy of the full Feasibility Study without redactions shall be provided by KenGen to all participating bidders to ensure a fair and transparent competitive process. Q11: The only reference to a Project schedule is the Feasibility Study estimated completion date of June 2018 but nowhere does it specify what is the assumption of a starting date in connection with the June 2018 completion date. Please clarify what is the intended timeframe in months for completion of the Feasibility Study? A11: Reference is made to the RFP Annex 4 Grant Agreement Section 8 "Study Schedule" and Mandatory Clauses Item K "Study Schedule", which indicates the estimated date of completion for the Feasibility Study to be June 30, 2018. KenGen currently anticipates that the Feasibility Study may take 6 to 9 months to complete from the contract signing date. Therefore, if the contract is signed in February 2017, KenGen anticipates the Feasibility Study may be completed between August to November 2017. The specific completion date for the Feasibility Study shall be determined in consultation between KenGen and the selected offeror during the contract negotiation stage. Q12: The Terms of Reference does not specify how many trips will be necessary for the Contractor and staff to travel to Kenya. Can KenGen provide additional guidance on how many mandatory trips would be necessary or is it entirely up to the Contractor to specify the number of trips? A12: The USTDA grant of USD $998,000 to fund the Feasibility Study is a fixed amount. It is the reasonability of the Offeror to determine the amount of travel and staffing required to successfully complete all requirements under the Terms of Reference (TOR). In planning Offerors should take care to note tasks that require in-country activity, such as required meetings in Kenya and the Task 10 Training Session as called for in the TOR. Amendment to RFP Section 3.5 "Experience and Qualifications" The RFP Section 3.5 "Experience and Qualifications" (RFP solicitation page 17) is hereby amended as follows. All other requirements remain unchanged unless otherwise stated. Updated Section 3.5 requirement: "The minimum required experience for firms to qualify is the successful performance of at least two feasibility studies for utility scale solar PV power plants completed within the past five (5) years. As many as possible but not more than six (6) relevant and verifiable project references must be provided for each Offeror team. The Offeror's project references shall at minimum include the following information: Project name, Name and address of client (indicate if joint venture), Client contact person (name/ position/ current phone and fax numbers / email address), Period of contract, Description of services provided, Dollar amount of contract, Capacity/size of the project in megawatts, Status of project and relevant comments."
