Description
Amended Sources Sought with correct PoP Sources Sought for the AN/FSQ-T25 Simulator for Electronic Combat Training (SECT) •1.0 T25 SECT (Solicitation # FA8621-16-R-6260) For the T25 SECT System, the contractor shall possess the capability to provide CLS, program and change management, and operation of the Training System Support Center (TSSC) for a Period of Performance of six months. The program is expected to transition to organic support at the PoP end. This will be a services acquisition and additional training devices will not be purchased as part of this contract. Logistics support for the nine Instructor Operator Stations (IOS) and 18 Student Stations, is required at Naval Air Station Pensacola (NASP), to train up to approximately 440 total force Combat Systems Officers (CSOs) per fiscal year. Personnel must be in place, ready to support, by 1 Jan 2017. Please describe the company's ability to meet the requirements in accordance with the Performance Work Statement (attached). 1.1 Program Description The T25 SECT is an Aircrew Training Device (ATD), used for CSO training, designed to leverage high fidelity physics-based simulation to train undergraduate flying training students primarily and graduate flying training students, in a full-range of fundamental enroute navigation and electronic combat (EC) applications using nominal, representative sensor and EC equipment in a graphics user interface. This media consists of interactive navigation and EC lab exercises and simulated missions using the building block approach and phasing training according to doctrinally correct EC taxonomy, encompassing basic threat recognition to complex real-world aerospace power EC and integrated mission scenarios. The T25 SECT provides introductory navigation and sensor training and full scale mission simulations for typical operations such as strategic/covert penetration, standoff jamming/direct support, electronic intelligence collection and suppression of enemy air defenses with integrated navigation skills training. The T25 SECT system operates on a common computer network, isolated from external networks. The T25 SECT TSSC provides operational support for the trainer and contains a computer system that acts as the network file server for the student stations and also maintains configuration management. The TSSC stores the databases and applications for all of the training events, sorties, and exercises, and associated software and data files, which are downloaded to the student stations for training. The TSSC provides the capability to develop and modify training missions as well as administer, maintain and update the trainer and system software, lab/mission files, library data files, technical publications, engineering drawings and other technical data. A significant T25 SECT technology refresh is currently underway and expected to be completed by October 2016. 1.2 Contract Requirements The contract will commence on 1 January 2017 to allow for up to a 3-month transition period. Current contract ends 31 December 2016. The Government anticipates contract period of performance to be a three (3) Month base period with three (3) one (1) month option periods. The Government anticipates the use of Firm Fixed Price (FFP) CLINs: CLS and TSSC work, contract transition, and modifications/upgrades. Facilities and personnel must be approved up to SECRET. The Government maintains Government Purpose Rights for the use of the SECT code. 1.2.1 Contractor Logistics Support (CLS). The contractor shall provide logistics support to manage, maintain and support the T25 SECT. The support shall be provided with on-site technical support (at NASP) and must be able to work with/around class schedules and cover the transition period. CLS activities shall include but not be limited to the following: site inventory management; inventory storage and control; distribution and management of supportability assets; logistics analysis and supportability assessment updates; identification and management of supportability issues; acquisition of all replenishment or replacement assets and asset repairs; disposition and disposal of obsolete and condemned support assets; execution of supportability quality audits; development and management of logistics data as a result of engineering sustainment or part obsolescence replacement; acquisition, validation and management of technical publications; management of TS libraries; and management, maintenance and testing of IATs and MTDs. 1.2.2 Training System Support Center (TSSC). The contractor shall establish, provide, and operate a TSSC within the NASP T25 SECT facility. These services include, but are not limited to, studies and analyses, design, development, modifications, SIB, configuration control, and obsolescence issues. 1.2.3 Concurrency Upgrades, Modifications and Modernization efforts. The contractor shall institute a change management process that identifies and implements modifications into the T25 SECT as a result of maintaining concurrency with the CSO-unique training/requirement changes, obsolescence, DMS, or technology improvement. The contractor shall present results of the change management analysis, to include schedule, performance, security, and safety assessments at PMRs. For each change management activity, appropriate engineering development/test/production/fielding milestone events shall be scheduled on the program IMS and tracked to completion
