4 | Page LOUISIANA NATIONAL CEMETERY | FY 17 PROJECT #870CM3028 *The information requested and obtained by this Sources Sought will be used by NCA to facilitate decision making and will not be disclosed outside the agency.* SOURCES SOUGHT NOTICE FOR SERVICE DISABLED VETERAN OWNED BUSINESSES (SDVOSB) / VETERAN OWNED BUSINESSES (VOSB) ARCHITECTUAL/ ENGINEERS (A/E) FIRMS NOTICE: THIS IS A SOURCES SOUGHT NOTICE ONLY. Synopsis: The singular purpose of this notice is for The Department of Veterans Affairs (DVA), National Cemetery Administration(NCA), Washington, DC, to conducting market research/seeking capable sources from licensed and experienced Architect and Engineering firms that are classified and registered in www.vip.vetbiz.gov as either Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) that are interested in a forecasted requirement for A/E Services. Proposals are NOT being requested or accepted at this time. Only a request for information for planning purposes, and does not constitute a solicitation. A solicitation may or may not be issued. This notice is being published in accordance with Federal Acquisition Regulation 19.14 and VA Acquisition Regulation 819.70. It is not to be construed as a commitment by the Government to issue a solicitation or, ultimately, award a contract.   Responses will not be considered as proposals nor will any award be made as a result of this Sources Sought.   The National Cemetery Administration (NCA) will NOT be responsible for any costs incurred by interested parties in responding to this request. PROJECT REQUIREMENTS: The intent is to provide A/E services including but not limited to construction documents for the Louisiana National Cemetery Public Information Center (PIC)-Administration Building, Columbarium, Committal Shelter, and Flag Assembly Center for the Louisiana National Cemetery, Zachary, Louisiana. The design is projected to occur during FY2017, and with construction in FY2018. Project Duration:   The term of the contract is anticipated to be (270) two hundred seventy calendar days. Construction Cost Magnitude: $5,000,000 and 10,000,000. Location: U.S. Department of Veteran Affairs (VA), National Cemetery Administration (NCA). Louisiana National Cemetery: 303 W. Mount Pleasant Rd, Zachary, Louisiana 70791. Requested Information: 1. Company name, address, point of contact, phone number, Dunn & Bradstreet number, and e-mail address; 2. Evidence of SDVOSB or VOSB status through registration at VIP (https://www.vip.vetbiz.gov/); 3. Proof of registration in the VA VetBiz website and verification by VA CVE (CVE); 4. Evidence of ability to offer under NAICS Code 541330 and listing in the System for Award Management (www.SAM.gov), including a copy of the representations and certifications made in that system; *Size standards are the average annual receipts of a firm. How to calculate average annual receipts can be found in 13 CFR 121.104. 4. A summary describing at least two (2) projects of similar scope up to $10,000,000.00 completed in the past five (5) years that demonstrate your company s experience with planning and designing of cemeteries, large institutional campuses, parks recreational facilities, or similar land development projects. Do not include projects designed but not constructed. All project experience submitted must include a short narrative of the scope of the job and lessons learned both during design and construction by principals who will be involved with this design. 5. Evidence of Authorization to Work in Louisiana State as an Architect and Engineer and or professional registrations/certifications of person/people who will be stamping the drawings if not listed above. 6. Describe as the prime SDVOSB / VOSB firm in house capabilities to accomplish 50% of the required work. 7. Evidence of capability to obtain financing for a project of this size magnitude. 8. Insurance and Litigation: Identify the type and amounts of liability insurance carried and who the provider is. 9. Provide a positive statement of your interest in submitting a proposal as a prime contractor to the Federal Government based on the general scope of work description above (Total maximum page limit 10). Although this notice focuses on SDVOSB and VOSB, we encourage all small businesses and other interested parties to respond for market research purposes. Responses to this notice must be submitted through the Department of Veterans Affairs eCMS Vendor Portal website. To register, visit https//www.vendorportal.ecms.va.gov. Once on the website page located on the far left side, select the box labeled Vendor Portal Login select Request a user account. And follow the directions. Telephone inquiries will not be honored. No USPS mail, faxed or emailed forms/submissions will be accepted. VENDOR PORTAL INSTRUCTIONS ARE ATTACHED Responses submitted must contain the subject line as followed: SOURCES SOUGHT RESPONSE DEPARTMENT OF VETERANS AFFAIRS | NATIONAL CEMETERY ADMINISTRATION | LOUISIANA NATIONAL CEMETERY | FY 17 PROJECT #870CM3028. The deadline to respond is Wednesday, November 23, 2016, at 3:00 pm (EST). Responses received after the deadline, or without the required information will not be considered. To avoid late submission please ensure that the response is received at the initial point of entry to the Government infrastructure no later than 5:00 PM EST one working day prior to the deadline closing date. As a reminder this is ONLY a Sources Sought Notice, evaluation letters will not be issued to any respondent, nor will the Government be required to pay for any costs incurred for responses submitted.
