Sources Sought 09 November 2016 Solicitation N00244-17-T-0018 (NECO and Federal Business Opportunity-FBO) NAVSUP Fleet Logistics Center San Diego (FLC-SD) Regional Contracts Department is seeking information from all potential business sources to provide all personnel, equipment, supplies, facilities, transportation, tools, materials and supervision necessary to perform Non Destructive Testing (NDT) inspection and evaluation services as defined in this Performance Work Statement (PWS) except for those items specified as government furnished items and services. The contractor shall perform to the standards specified in the PWS to support the Navy Advanced Welding School Non Destructive Testing (NDT) Inspection and Evaluation Services Surface Warfare Officer School (SWOS), San Diego, CA. The non- personal services shall be provided in accordance with the attached Performance Work Statement (PWS). The primary North American Industry Classification System (NAICS) code for this procurement is 541380, Non-destructive testing laboratories or services, with a size standard of $15M. The incumbent contractor is INSPEC TESTING, INC. performed under contract number N00244-13-P-0341 (a Base Year with three option periods). The anticipated performance period will span 4 years from the date of award, if all options are exercised. The anticipated award date is 22 December 2016. It is anticipated that the Request for Quotation (RFQ) will be posted in NECO and Federal Business Opportunities -FBO applies. The award is anticipated to be Firm Fixed Price (FFP) Services. Disclaimer: This Sources Sought is for informational purposes only. This is not a request for quote. It does constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not quotes and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. It is requested that all interested concerns respond with a Capability Statement of a maximum of ten (10) pages on 8.5 x 11 in paper, font no smaller than 10 point, demonstrating its ability to perform the services listed in the PWS. The results of this Sources Sought will be utilized to determine if small business opportunities exist and also to gauge competitiveness in NECO and Federal Business Opportunities -FBO for the upcoming solicitation. All small business set-aside categories will be considered. See attached draft PWS. All interested businesses shall submit responses via electronic email only to the attention of Charles E. Fletcher II, Contract Specialist.at charles.e.fletcher@navy.mil. Questions or comments prior to the closing date may be addressed directly to the Contract Specialist. Responses shall be received electronically via email no later than 12:00 PM Pacific Time on 16 November 2016. Late responses will not be considered. Incomplete responses will not be considered. The Capability Statement must address, at a minimum, the following: 1)Statement providing Company Name, Company Address, Points of Contact (POC) include name, phone number, fax number, and e-mail address) and confirmation of current small business status (if applicable) under NAICS code 541380. Prior/current corporate (past performance) experience performing efforts of similar size and scope within the last five years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, hours/dollars incurred to date, Government point of contact with current telephone number and email address, and brief description of how the referenced contract relates to the services described herein. 2)The contractors ability to manage, as a prime contractor, the types and magnitude of all tasking in the PWS. 3)For Small Business concerns, the contractors technical capability, or potential approach, to achieving technical ability, to perform at least 51% of the cost of the anticipated contract with its own employees. 4)The contractors technical approach and capacity, or the potential approach to achieving capacity, to conduct the requirements of the PWS. The response should address the capability to provide all Specific Tasks listed in the PWS. 5)The contractor shall provide a detailed description of its approach to accomplishing the following sample task, addressing the following areas: a) The contractor ™s understanding of the task; b) The contractor ™s approach to performing the task; and c) the contractor ™s assessment of the explicit and implicit interfaces that must be considered. Sample Task #1: The Contractor shall provide Radiographic Inspection and Evaluation (I and E) of the following items: B1V.I Plate, 3/8 inch Carbon Steel, three (3) plates per Student totaling 45 plates per class. P-3 Pipe, 2 ½ inch Carbon Steel, two (2) pipes per Student totaling 30 pipes per class. P-73 Pipe, 1 inch Carbon Steel, two (2) pipes per Student totaling 30 pipes per class. P-73 Pipe, 1 inch Stainless Steel, two (2) pipes per Student totaling 30 pipes per class. The Contractor shall provide Macro Etch Inspections of the following items: P-14 Pipe, 1 inch Carbon Steel, two (2) pipes per Student totaling 30 pipes per class. P-14 Pipe, ½ inch Carbon Steel, two (2) pipes per Student totaling 30 pipes per class. 6)The contractors plan for ensuring prime contractor and subcontractor adherence to the Organizational Conflict of Interest. Attachments: (1) Draft Performance Work Statement (PWS); Note, no other information other than the PWS will be provided to potential respondents of this sources sought notice.
