Description
This is a Sources Sought Notice for a Market Research ONLY to determine the availability of potential and eligible contractors for an Indefinite Delivery/Indefinite Quantity (IDIQ), Roadways Paving Contract at Kadena Air Base and Various U.S. Military Installations, Okinawa, Japan. No Award will be made from this Sources Sought. No Solicitation, Specifications, or Drawings will be available at this time. Potential offerors having the skill, capabilities and bonding necessary to perform the described project are invited to provide feedback via email to Ms. Rina Yamauchi at rina.yamauchi.jp@us.af.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this notice is to gain knowledge of potential business sources interested in Paving Requirements at Kadena Air Base and Various U.S. Military Installations on Okinawa, Japan. This project is planned for advertising in early 2017. The estimated cost range according to the FAR 36.204 is between $5,000,000 and $10,000,000 for the entire life of the contract. The NAICS Code is 237310. The contemplated project will consist of one base year and four one-year option periods but may include more or less option periods. Under Federal Acquisition Regulation (FAR) 52.236-1, the contractor shall perform on the site, and with its own organization, work equivalent to 25 percent of the total amount of work to be performed under any task order or delivery order awarded as a result of this contract. WORK SUMMARY: Provide paving for roads, streets, curbs, sidewalks, parking lots Okinawa wide to include, but not limited to pavement demolition, expansion, contraction and construction, cast-in-place concrete, exterior lighting, earthwork, rubber removal, fog coasts, cold milling, field molded sealants for sealing joints, resealing concrete joints, grooving, partial depth repair, base, sub-base, and base course construction, prime and tack coat, gutters, seeding, sodding, transplanting exterior plants, storm drainage, underground electrical distribution, ground points, disposal and landfill fees. This project will be performed in its entirety in the country of Japan. CAPABILITY STATEMENT: The following requests are designed to assist 18th Contracting Squadron, Kadena Air Base, Okinawa, Japan in tailoring requirements to be consistent with industry capabilities and or industry practices. Please provide your responses to the following. Please limit your submission to no more than 5 pages. 1) Offeror's name, address, point of contact, phone number, and e-mail address. 2) Offeror's capability to perform work (separate projects) under a contract of this magnitude and comparable work performed within the past 5 years - Describe your self performed effort, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project. 3) Offeror's Joint Venture information if applicable - existing and potential. 4) Offeror's Bonding Capability 5) Type of Business This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Potential offerors are not required to respond to this sources sought but are highly encouraged as again this information will help assist the Government in meeting our requirements in an efficient and effective manner.
