- Sources Sought Information Equipment Mechanic Services Chena River Lakes Flood Control Project North Pole, Alaska THIS IS A SOURCES SOUGHT NOTICE ONLY for "Equipment Mechanic Services at the Chena River Lakes Flood Control Project, North Pole, Alaska." OFFERS OR PROPOSALS WILL NOT BE ACCEPTED FOR THIS NOTICE. DESCRIPTION OF WORK: Provide all management, labor, equipment, travel, supplies, materials to perform annual servicing and occasional repairs on project equipment at the Chena River Lakes Flood Control Project located approximately 18 miles east of Fairbanks, Alaska near the town of North Pole. Equipment to be maintained/repaired includes, but may not be limited to: 1. Air Compressor Ingersoll-Rand 2. Backhoe Caterpillar 416E 3. Crane P&H 790-TC 4. Disk 5. Dozer Caterpillar D 4K LGP 6. Dozer Trailer 7. Four Wheelers Honda, two 8. Four Wheeler Honda Rubicon 9. Loader John Deere 544 10. Generator trailer mounted 11. Grader John Deere 670 12. Ski-dos, two 13. Snowmobile, Arctic Cat 14. SUSVs, two 15. Tractor John Deere 4040 16. Terex compact track loader with 8 attachments 17. Trailer TWAMCO 25 Ton 18. Trailer, Lawnmower 19. Trailer, Snowmobile 20. Truck, Dodge flatbed 21. Truck, GI 22. Dump Truck, Kenworth 23. Ranger Boat, Engine, & Trailer 24. Work Boat, Engine, & Trailer Annual maintenance consists of tasks that may include, but not be limited to: oil changes, adding oils and coolants, cleaning cooling systems, cleaning parts, replacing filters, lubricating, and checking batteries, hoses, tires, brakes and clutches. Repairs generally consist of parts replacements. Additionally crane annual maintenance may include draining and checking air tanks, inspecting wire rope for damage, checking rollers and the boom, and valves and cylinders for leaks. Minimum mechanic qualifications are listed below. Certificates substantiating these qualifications shall be provided at the Pre-Work meeting: A. P&H 790-TC crane: The Government prefers the mechanic meet the requirements of Engineering Manual 385-1-1 (Nov 2014) Sec 16.B.02, parts a-c, and be designated in writing to operate Lift Handling Equipment under limited conditions. If the crane mechanic does not have this certification, a licensed crane operator with the above certification shall be required to start and run the crane through any functions. Alternatively, the Government will provide a certified crane operator to start and operate the crane provided a 3 day notice is provided by the Contractor. B. All other equipment: Journeyman mechanic The contract will be a time-and-materials type contract with a contract period of one base year and two option years. A not-to-exceed amount of $35,000 is anticipated to be established for each contract year. Estimated award date is January 2017. If this contract action is cancelled, all proposal preparation costs shall be borne by the offeror. All offerors are advised that they must be registered in System for Award Management (SAM) to be eligible for a federal contract award. Offerors are advised to begin this process when they prepare their proposal in order to ensure registration is in place should they be selected for award. The North American Industrial classification System (NAICS) code is 811310, which has a size standard of $7.5 million. Interested vendors are requested to respond to the primary point of contact by e-mail with the following: 1. Company Name, Address and DUNS number. Indicate if the company has an active registration in the System for Award Management (www.sam.gov). 2.
