W912EF-17-R-SS06 THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFQ). THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. This notice is a market research tool used for planning purpose only to determine the availability and capability of small business sources prior to issuance of an RFQ. The US Army Corps of Engineers (USACE), Walla Walla, Washington, District is seeking to identify small business manufacturers capable of providing this requirement. GENERAL INFORMATION This is a supply contract to provide, erect, and disassemble scaffold and stair tower for access to the Downstream Gate of the Navigation Lock at Ice Harbor Lock and Dam. The Government shall not exercise any supervision or control over the contract personnel herein. Such contract supply providers shall be accountable solely to The Contractor who, in turn is responsible to the Government. Description of Supply requested: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision necessary to provide scaffold to the downstream side of Downstream Gate at the Navigation Lock at Ice Harbor Lock and Dam. The Scaffold shall provide access to entire width of the gate and up to 60-feet in height. It shall be no less than 3-feet in width and shall have work platforms no less than every 7 vertical feet. Scaffold shall include weather protection, i.e. shrink wrap. The Contractor shall also provide one (1) stair tower for a single point of access to the downstream sill plate from the floating bulkhead. Location of stair tower shall be coordinated with Project personnel. Stair tower shall be no less that 3-foot 6-inches wide with no less than 3-foot wide turnarounds. Scaffold and stair tower shall meet or exceed OSHA standards. Time Scaffolding needed: The time period shall be 29 December 2016 thru 27 February 2017.The scaffold shall be delivered and erected FOB destination to Ice Harbor Dam The Contractor shall erect the scaffold and stair access to the downstream side of the Downstream Gate at the Navigation Lock no later than 29 December, 2017. It is anticipated that the scaffold and stair access will be ready for disassembly the week of 27 February 2017. The government will provide five (5) calendar days of advance notice to the Contractor. More information to follow on solicitation W912EF-17-Q-0004 within the next l0 days. All interested and capable small business manufacturers are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the sources sought evaluation. One of the main functions of this sources sought notice is to assist the Contracting Officer in determining whether an 8(a), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Certified HUBZone Small Business, Woman-Owned Small Businesses (WOSB) or Small Business set-aside is an acceptable strategy for this procurement. If a full and open competition is ultimately pursued, responses to this synopsis may be used to aid in establishing realistic, achievable small business subcontracting goals. The anticipated contract award date for this supply items is approx. 15 December 2016. The North American Industry Classification System (NAICS) code for this project will be 332999 and the associated small business size standard is 750 Employees. SUBMITTAL REQUIREMENTS Firms interested in this requirement should submit a statement of interest and capabilities that is no more than 5 pages in length, single-spaced, 12-point font minimum demonstrating ability to perform the requested services. The capability package must be complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform the defined work. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. The documentation shall address, as a minimum, the following: (1) STATEMENT OF INTEREST (a) Confirm that your company is interested and intends to submit a quote when a solicitation is issued. (2) COMPANY PROFILE (a) Company name and address (b) Point of contact of the company including name, title, telephone number, fax number and e-mail addresses (c) Small Business designation/status if applicable, such as 8(a), HUBZone, SDVOSB, WOSB, SDB (d) DUNS number (e) CAGE code. (f) Description of capabilities to provide two new cooling pumps and motors as described above. Responses are due no later than 11/16/2016.
