- Request for Proposal (RFP) for Galveston District Armed Security Guard Services. SITE VISIT IS SCHEDULED FOR NOVEMBER 15, 2016 @ 10:00 AM, SEE SECTION B OF THE RFP. The U.S. Army Corps of Engineers, Galveston District Office requires a contract to provide Armed Guard Services for the buildings and grounds of the U.S. Army Corps of Engineers, Galveston District, Fort Point Reservation located in Galveston County, Galveston, Texas. Provide no less than 314 on duty service hours, per seven-day workweek as described in the District Guard Manual. Perform all necessary services to assure the safety and protection of government property and personnel against injury or death, molestation, harassment or intimidation and loss or damage from any preventable cause including but not limited to; fire, theft, embezzlement, damage or destruction, trespass, espionage, or sabotage. Period of Performance is for a base year with two option years. The Request for Proposal (RFP) issued will be Firm Fixed Price. The proposed RFP is 100% Small Business Set-Aside. The Government will award a contract resulting from this requirement to the responsible offeror whose offer conforms to the RFP that is most advantageous to the Government, price and other factors considered. The proposed contract will be awarded using Best Value Trade Off source selection procedures. The North American Industrial Classification System (NAICS) Code applicable to this project is 561612. The Small Business Size Standard is $20.5 Million. Any prospective bidder interested in submitting a proposal on this solicitation must register in the Federal Business Opportunities (FBO.gov) in order to download this solicitation. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. Failure to obtain any said information and to respond to them prior to the date and time set for receipt of the proposal may render your proposal nonresponsive and result in the rejection of the same.
