Description

STATEMENT OF NEED BACKGROUND INFORMATION: As a result of recent changes to VA disaster response plans engineering is now required to have 10 days of fuel for emergency generators on hand at all times. We currently have just under 8 days of fuel available for the emergency generators, and are below fuel requirements required for emergency operations. The VHSO is required to go green and the VA was provided with a 5,000 gallon fuel tank. We are required to fill all GSA vehicles with flex fuel capabilities. The E-85 fuel stations needs to be filled as required. SCOPE: Need 5,000 gallons of off-road diesel fuel to support emergency generator operations at the hospital? As this for fixed generators and not for use in over the road vehicles, we do not have to pay the highway taxes and can use dyed off-off-road grade #2 diesel fuel which is cheaper than highway taxed fuel. We also need 4500 gallons of E-85 to support the GSA fleet requirements for going green. CONTRACTOR REQUIREMENT: Contractor is to deliver the fuel to the VA hospital 1100 N. College Avenue, Fayetteville AR and transfer the fuel into several tanks at multiple locations on the grounds. Engineering personnel will direct the tanks to be filled and quantity of fuel per tank. Engineering POC William Jones High Voltage electrician. The contractor will also be required to go to our building 8 warehouse and check in with our warehouse crew so the gasoline and diesel purchase can be checked in through our computer program.
