- The Mission and Installation Contracting Command (MICC), Dugway Proving Ground (DPG) Installation Contracting Office (ICO) is seeking sources that can provide design and fabrication for a Large Operational Environmental Test Chamber (LOETC) for DPG. DPG is the nation's Major Range and Test Facility Base (MRTFB) for Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) defense programs. Any interested party would be required to provide all personnel, equipment, supplies, facilities, transportation, tools, materials and supervision required to provide the final operational system to Dugway Proving Ground to support the Army Missions. The following are the objectives for this requirement: The required system is a Large Operational Environmental Test Chamber (LOETC) that contains an insulated test chamber, equipment room, control room, data collecting system, an air lock type personnel entrance, and a control system and other equipment necessary to control and maintain the desired chamber conditions. The inside of the chamber shall be 12 foot wide by 15 foot long by 9 foot high and be capable of conditioning test items in temperature range of -30oF to +200oF using mechanical cooling and heating systems, and having the capability to control humidity from 3% to 98% RH. This chamber would be required to have two doors, one large door for loading and unloading test items into the chamber and one air lock type personnel door to be used for accessing the chamber by test personnel during testing. Lights and power outlets would be required inside the chamber to provide the capability to setup test items in the operational configuration inside the chamber. This chamber would provide DPG with the capability required to address the operational requirement at high & low temperatures and high and low humidity. In order to accomplish the operational temperature conditioning, a chamber that has internal lights, a personnel air lock type door, power out lets, and with space for personnel to set up items under test in the operation configuration and to operate the test item during temperature conditioning is required. The chamber shall have the capability to perform MIL-STD-810G Method 501.6 and 502.6, Procedures II & III with control of the chamber temperature, and humidity. Any resultant contractor proposal would include sufficient conceptual equipment configuration drawings, schematics, and procedures as to how each specification requirement will be met to permit evaluation of the proposed equipment. The environmental test chamber/s, equipment room, and control room described below will be constructed for the purpose of performing operational testing. In addition to meeting the 810G test profile requirements, the LOETC will be expected to meet the requirements provided in any potential solicitation, should the requirement proceed to that point. The government expects to include (but not be limited to) these additional requirement descriptions: 1. Electrical Power and Wiring: a. The contractor shall provide, install, and make all connections to the sure power lines to the transformer and from the transformer to the LOETC as required for operation. b. The contractor shall provide a main power disconnect with an externally accessible switch on the machinery cabinet. The contractor shall provide a terminal block to connect the electrical power cable. The electric power terminals shall be clearly marked. The electrical power cabinet shall be accessible from above for main power connections conduit. c. All wiring used in the chamber shall meet NEC standards. The chamber shall not be damaged by application of electric power with reverse phase rotation. The chamber shall not be damaged with one or two phases of the three-phase AC power missing (Blown Fuses). d. The contractor shall provide and install the required transformer to provide the required electrical power to the chamber for operation, and connect the required transformer to the electrical power lines. All electrical work and installation shall be done IAW all local and state codes. 2. Installation and Delivery of Large Operational Environmental Test Chamber 3. Contractor to provide one year commercial warranty and technical support. 4. Acceptance Test Plan. A determination on the contract type, mechanism for procuring the services, and possible set-aside will not be made by the Government until after the market research has been completed. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 333318, Other Commercial and Service Industry Machinery Manufacturing; the size standard is 1,000 Employees. Qualified companies are encouraged to respond. Responses should provide the following information in response to this sources sought announcement: 1. Business name and address; 2. Name of company representative and their business title; 3. Pertinent details and experience of doing this type of service. 4. Business size as it relates to the NAICS code and size standard stated in this announcement. 5. Contract types typically used for these types of services (e.g. firm-fixed price, cost reimbursable, indefinite- delivery indefinite-quantity, etc.); and 6. Other contract vehicles that would be available to the Government for the procurement of these services, to include General Service Administration (GSA) Federal Supply Schedules; and/or any other Department of Defense contracts. All potential offerors must be registered in the System for Award Management (SAM), effective Dec 1, 2016 to receive government contracts. MICC-Dugway's financial system has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNs, addresses and contact information. The EFT banking information on file in SAM is utilized by MICC-DPG to process payment to any organization. PROCEDURES: This Request for Information (RFI) is a required component of a complete and systematic process to evaluate interested parties in order to minimize cost both to potentially interested parties and the Government. Interested sources are also encouraged to submit product literature in response to this Request for Information (RFI). Any submission of such product literature or catalog cut sheets will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposal. Interested parties should provide a statement of interest on company letterhead (not to exceed 20 pages in length) to: U.S. Army Contracting Agency/Dugway, CCMI-CHD-DP, Attn: Paul E. Frailey, Contract Specialist, 5330 Valdez Circle, MS #1, Dugway Proving Ground, Dugway, Utah 84022-5000. No basis for claim against the Government shall arise as a result of a response to this SOURCES SOUGHT or Government use of any information provided. Elaborate proposals or pricing information are neither required nor desired. Any innovative and new conceptual ideas to achieve the stated objective are encouraged. No solicitation document exists for this request for Sources Sought. This notice is for informational purposes only; it is not a request for proposals nor should it be construed as a commitment by the Government. The Government will not pay for any effort expended into responding to this sources sought announcement.
