Description
Sources Sought Description: This Sources Sought Notice is for market research only, to determine the availability and capability of potential small business participation. No award will be made from this notice. No solicitation is available at this time. Interested parties are encouraged to provide a Capabilities Statement for this project to Christopher.L.Toso@ usace.army.mil. All responses shall be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources to include small businesses in the following categories: Certified 8a, Certified HUB Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), for a replacement Generator for the US Army Corps of Engineers (USACE) at Pine Flat Dam, Piedra, California. The capabilities will be evaluated solely for the purpose of determining to set-aside for the small business community or to conduct as an unrestricted procurement. Businesses other than small business may respond to this NOTICE in the event that the market does not indicate small business interest; however, the sole purpose of this notice is to determine small business capability. The government must ensure that there is adequate competition among the potential pool of available contractors. Project Overview and Safety: General Information: The work required under this contract provides for the purchase and installation of a new operational backup generator and automatic transfer switch in the Pine Flat Dam tower, Fresno County, CA. Once the existing generator is removed from the tower, the Pine Flat Staff will accept and retain the Government's property. Work includes the materials and labor necessary to remove the existing 150kW generator from the generator room and install a new generator through the existing window (83" x 80") of the generator room located in the dam tower building. Due to the location of equipment, the Government anticipates that the removal and installation will require the contractor to use a crane, crane operator(s), and the removal and reinstallation of the 83" x 80" window. The new generator will be a minimum 150kW diesel engine-driven Tier III compliant generator with new automatic transfer switch capable of operating existing 480 VAC- three phase components. The new generator will be placed within the footprint of the current generator and connected to the existing fuel system, exhaust and ductwork. Once installed, the new backup generator shall be tested and adjusted for proper operation. Two sets of operator's and part's manuals are required. Contractor must be authorized by the manufacturer to install equipment, without voiding the manufacturer's warranties. Once the existing generator is removed from the tower, the Pine Flat Staff will accept and retain the Government's property. Minimum Specifications: 150kW rated generator unit with diesel engine wired for 277/480 VAC three phase, 60 Hz, U.S. EPA Tier III compliant. Automatic Transfer Switch rated 400 Amp, 3 Pole, 277/480 VAC three phase, 60 Hz, with 2-Wire Start Circuit. Five Year Extended Limited Warranty for Parts and Labor (Five Years Total). Two Operator's Manuals. Two Part's Manuals. File and complete the New Air Permit Application for Fresno County. Period of Performance - The period of performance is anticipated to be approximately December 1, 2016 to September 30, 2017. Upon initiation, the project should take no more than 180 days to complete which includes necessary lead time, delivery, installation and testing. Site Visit - Interested Parties are encouraged to inspect the job site to accurately observe conditions that may affect the cost of installation of the items being acquired. In no event will failure to inspect the site constitute grounds for a claim after the award of the contract (FAR 52.237-1). A site visit is planned for 18 November 2016, at 0900 PST. The meeting location is at Pine Flat Dam in Sanger, California. Please contact the Site Visit POC, Mr. Jeromy Caldwell at 559-787-2589, for the exact meeting location and any other relevant details. All questions shall be reported to the Contracting Officer and taken into account for any resulting solicitation. No questions shall be answered during the site visit. Vendors shall not request or submit for compensation for attending the site visit. Permits - The Contractor will be responsible for filing and completing any required air permit applications. Safety - The work to be performed shall be within the boundaries of the Pine Flat Dam tower. The tower will be accessible when a government employee is present. The public is restricted from entering the dam areas, including the tower. All work must be performed in compliance with all pertinent OSHA regulations and COE Safety Regulations as a minimum. All equipment shall meet all requirements of the Corps of Engineers Safety and Health Requirements Manual, EM 385 1 1, which can be found on the job site or at this web-site http://www.usace.army.mil/, under Publications. Safety Documents (per EM 385-1-1) that must be turned into the Park Manager prior to the commencement of work are as follows: a) Activate Hazard Analysis (AHA) to cover all aspects of the job b) Emergency Management Plan c) Critical Safety Lift Plan, if lift equipment is required d) Safety Plan Capabilities Statement: The following requests are designed to apprise the U.S. Army Corps of Engineers, Sacramento District, of any prospective construction contractors' project execution capabilities. Please include the following in your response: 1) Vendor name, address, point of contact, phone number, and e-mail address. 2) Vendor's type of small business and business size (Small Business, HUBZone, Service Disabled Veteran Owned and/or Small Business, 8(a)) and certification if applicable. 3) Vendor's CAGE Code or DUNS Number. 4) Vendor's interest in bidding on the solicitation when it is issued. 5) Summary of supply and service capabilities to meet the anticipated requirement. The Capabilities Statement for this sources sought notice is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the U.S. Army Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. After completing its analysis, the Government will determine whether to limit competition among 8(a), Service Disabled Veteran, HubZone, or all Small Business firms or proceed with full and open competition as Unrestricted.
