This requirement is being procured as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) Set Aside. The SDVOSB Offeror must be a company with an approved NAICS Code 238160, Size Standard $15 million and bonding capacity. The SDVOSB Contractor shall provide all labor, materials, tools, equipment, transportation, supervision, coordination, and design-bid-build services necessary for repairs and roof replacement and associated components located at Sam Rayburn Memorial Veterans Center, Bonham, Texas. The contractor shall completely prepare site for roofing operations and includes demolition and removal of roofing materials, furnishing of labor and materials and performance of work for new roofing, gutters, downspouts, roof drains and flashing as required by drawings and specifications. Work includes general construction, alterations, and electrical, plumbing and related works for build back. Contractor must field verify existing conditions and may be asked to perform some work outside of normal business hours due to continuous operations. Electronic versions of the Construction Documents will be provided to contractor. A pre-bid meeting will be held at the project site so bidders can become familiar with the project requirements and ask questions. The magnitude of construction cost for this project is between $1,000,000 and $2,000,000. The applicable North American Industry Classification System (NAICS) is 238160 and the small business size standard is $15 Million. NOTICE TO PRIME (GENERAL) CONTRACTORS: The SDVOSB offeror must be registered in the System for Acquisition Management (SAM) database at https://www.sam.gov and listed in the Vendor Information Pages database, (http://www.VetBiz.gov) prior to proposal submission. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about December 21, 2016. By registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in FedBizOpps and have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you should be notified by e-Mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated and award made utilizing the Best Value, Lowest-Price Technically Acceptable method per FAR Part 15. Offerors are advised award may be made without discussion. Proposals will be due to the Contracting Officer approximately 30 days after the Request for Proposal has been posted on FedBizOpps.
