Description
Evaluation Criterua Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIH-OLAO-OD3-RFQ-ORS-IRP-2016, and the solicitation is being issued as a Request for Quote (RFQ). This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-89). This acquisition will be processed as a fixed price requirement and is a small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 541612, and the small business size standard is $15.0 million. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisition Operation and Office of Acquisition Logistics Management, on the behalf of the Office of Research Services (ORS), is in need of Forecasting IRP Research Study with a period of performance of one year from award date. The contractor shall provide Human Resources Consulting Services. The government requests that the offerors respond to this RFQ with a Technical Volume that does not exceed 10 pages. Resumes can be included as an Appendix that exceeds the 10 page limit. Price proposal shall be submitted in a Separate Attachment. The government intends to award to the offeror who provides the best value to the government using Tradeoffs. Proposed price is approximately of equal importance to non-price factors. Please see the Statement of Work and Evaluation Criteria for further information.
