Description
INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Planon Corporation, 45 Braintree Hill Park Suite 400, Braintree, MA, 02184-8730, to provide on-hundred and sixty (160) hours of support service that are required to correctly configure NHLBI's newly-purchased Planon Integrated Workplace Management System (IWMS) product. BACKGROUND In 2014, NHLBI purchased the software program Planon to provided software solutions to help simplify facilities management for the institute. This is an all-encompassing platform that would meet all of our needs, combine and integrate all tasks into one central control center. Planon offers an out-of-the-box tool to connect with existing enterprise systems (such as NED) and with SharePoint, called "Planon Enterprise Talk". Planon consists of over 140 distinct modules in 5 core areas: Real Estate, Space Planning/Management, Maintenance, Integrated Services, and Sustainability. To better utilize these distinct modules, NHLBI is requesting management service hours to assist us in creating solutions support for requests which are beyond NHLBI's capabilities. Planon Management Services provides hands-on technical support and functional management to the application. PURPOSE The purpose of this acquisition is to procure support service hours that will help OIM's Data Systems Analysts to proceed with development and configuration of the Software Application to support the Space and Facilities Management Branch. These support services will provide OIM with services from specially-trained Planon technicians that are required to correctly configure the IWMS product, specifically in the areas where OIM lacks technical knowledge of the software. JUSTIFICATION The sole source determination is based on the fact that this is a follow-on to an existing contract and that Planon Corporation is currently providing these services to the OIM. If another contractor were to take over, there would be a lapse in services in order to train the new contractor on this proprietary software. This loss of productivity and substantial duplication of costs is unacceptable to the Government. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b), soliciting from a single source (for purchases not exceeding the simplified acquisition threshold) and only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 541519, Other Computer Related Services, and the Small Business Size Standard is $27.5 million. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable (FAR Part 6.001). The resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-89 (November 1, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by November 18, 2016 at 9:00AM EST and must reference synopsis number NHLBI-CSB-HL-2017-026-KMA.
