- Past Performance Questionnaire Solicitation AG-84M8-S-16-0005 Quality Assurance Surveillance Plan This requirement is open to all small-businesses capable of providing non-personal geospatial technical services to include remote sensing and Geographic Information System (GIS) application, analysis and data/information production support services for the Remote Sensing Applications Center (RSAC) and Geospatial Service and Technology Center (GSTC) using the Forest Service enterprise geospatial software and tools including Esri ArcGIS desktop suite, ERDAS Imagine, and other technologies identified by the Government. The nature of the work to be performed under this contract primarily involves remote sensing applications, geospatial sciences and GIS, and Information Technology support. Although specific services will be required of individual tasks, the government expects qualified respondents to possess overarching capabilities/skills such as project management, written/verbal communication (e.g., technical report), presentation and visualization of geospatial data/information (e.g., posters), problem-solving, and geospatial data manipulation to be applied accordingly when providing services. Specific services include the following geospatial activity areas and, where applicable, links to additional information regarding particular Forest Service activities or programs are provided for reference: • Geospatial Technology Evaluation • Geospatial Training and Technical Support • Sample Design and Accuracy Assessment • Resource Inventory, Mapping, and Monitoring • Geospatial Programming/Application Development • Information Technology (IT) Management • International Project Support At a minimum this requirement will include the following tasks: Use of generally-accepted project management techniques (earned value management and Agile) to manage projects. Scope, time, and costs will be tracked and shared with federal project managers based on details outlined in individual task orders. Provide services and consultation to many different Forest Service units from the Washington Office to field offices, such as districts. Major deliverables from this contract will be completed projects, geospatial data, training modules and training/awareness delivered to field units. Reports summarizing these projects and activities, and training/awareness materials will be written for groups with different levels of understanding of geospatial technologies. Primary recipients of technology will be forest resource managers, and similar groups, with very little knowledge of technologies. Therefore, special attention is required in preparation and presentation of information, especially delivery of training at the proper level. The purpose of reports and other communications will be to summarize the resource problem, describe the methods developed or recommended for operational use, provide cost information, and in general inform others about applications of geospatial technologies. Performance of each project shall include the following: 1. Preparation of a Project Plan - such a plan shall be developed in collaboration with project partners, and shall include a clear and concise objective, a list of tasks, schedule to accomplish these tasks, anticipated results and deliverable products, cost breakdown, quality assurance procedures, list of reports and/or publications, and technology transfer. 2. Performance of specific project tasks, which may include gathering background information, coordination with project partners, collection of data, analysis, project documentation, delivery dates, etc. 3. Preparation of final project report(s), training materials, briefing papers and presentation materials, posters and other items necessary to disseminate the information. 4. Technology transfer, which includes a variety of activities such as on-site support, training and workshops at various field offices and at RSAC, and meetings with various groups in the Forest Service and other organizations, and related activities.
