Description: USMC Deputy Commandant for Plans, Policies, and Operations (DC, PP&O) Security Division's Marine Corps Identity Operations section is charged with coordinating the development and execution of service plans and policies related to biometrics, forensics, and identity management capabilities within the Marine Corps. The Marine Corps Identity Operations program is responsible for the development, implementation, and oversight of Service doctrine and policy, coordination with other DOD and interagency partners, and supports training, tactics, and technologies to support Marine Corps Identity Operations across all Marine Air Ground Task Force (MAGTF) mission areas. The USMC DC, PP&O's Security Division requires Identity Operations (biometrics, forensics, identity management) operational and tactical level Subject Matter Expertise (SME) to assist in the development of strategic documents, support analytical review and consultation of policy, technology reviews, tactical implementation, and training in the field of Marine Corps Identity Operations. The support needed requires a SME with at least ten years of Marine Corps Operational experience, knowledge of forward deployed and amphibious missions, a technical understanding of both biometrics and forensics technologies and scientific processes, in-depth knowledge of the identity intelligence analysis process, and expert knowledge of Identity Operations, Marine Corps policies, and DoD Identity Activities doctrine. The SME must have at least six years of expeditionary forensic and biometric experience, must have completed the National Forensic Science Training Center's Expeditionary Forensic Exploitation Course, and preferred prior law enforcement (military) experience. Contractor must have and maintain a Top Secret with SCI Security Clearance. The period of performance for this requirement is for a one-year period. This requirement will be fulfilled through a firm-fixed-price Order. The NAICS is 541990; Small Business Size is $15.0M. This procurement is a commercial acquisition using FAR Subpart 13 Simplified Acquisition Procedures. 17. Place of Contract Performance: Work shall be conducted at HQMC, DC PP&O spaces located in the Pentagon. 18. Set-aside Status: This is a sole source direct award to a SDVOSB. Marine Corps Installations Command (MCICOM HQ) Contracting Department intends to negotiate with and potentially award a contract with Service-Disabled Veteran-Owned Small Business (SDVOSB) company, Sancorp Consulting, LLC, in accordance with FAR 13.106-1(b)(1)(i). Sancorp is the only known company that can provide subject matter expertise with the specialized experience and intimate knowledge required (as detailed in section 16 above). Written responses need to include the following information: • Small Business Size Status under NAICS 541990 ($15.0M). • A capability statement demonstrating company experience IAW the requirements in section 16 above. • Demonstration that the individual(s) that would be assigned to this effort have all of the required qualifications described in section 16 above.
