- This is a SOURCES SOUGHT SYNOPSIS for the purpose of obtaining market research only. No proposals are being requested nor accepted under this synopsis. The U.S. Army Corps of Engineers, New York District, will use information obtained under this synopsis to develop an acquisition strategy to meet the requirements for a design-build construction contract for the implementation of energy conservation measures to four (4) buildings located at the U.S. Military Academy, West Point, NY (USMA-WP). The intent of this sources sought is to access industry's small business concerns including 8(a) companies within New York, New Jersey and Pennsylvania with an SBA approved office for competition in New York including Historically Underutilized Business Zone (HUB Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Woman Owned Small Business, Economically Disadvantaged Woman Owned Small Business, and all Small Businesses under the size standard, with capability, and interest in performing a construction project within the U.S. Military Academy, West Point, NY using the design-build process to meet the needs of the U.S. Military Academy. The NAICS code for this project is 236220, Commercial and Institutional Building Construction. The small business size standard is $36.5 million. It is anticipated that the program need for the project be met through the use of the one phase, Lowest Price Technically Acceptable award process. The Government must ensure there is adequate competition among contractors for work to be performed under this solicitation. New York District, U.S. Army Corps of Engineers is preparing a design-build request for proposal (RFP) to implement energy savings measures to four buildings at West Point to enable the installation to appreciate energy reduction savings and contribute to compliance with Federal executive orders. The project objectives are as follows: Catholic Chapel (B699) •Remove this facility from campus steam supply •Provide new, high efficiency gas fired boilers •Connect to existing gas main adjacent to Washington Road •Confirm space availability for boiler •Confirm existing gas main size, pressure and capacity Jewish Chapel (B750) •Remove this facility from campus steam supply •Provide new, high efficiency gas fired boilers •Connect to existing gas main adjacent to Washington Road •Confirm space availability for boiler or possible addition •Confirm existing gas main size, pressure and capacity Washington Hall (B745 A/B) •Washington Hall (B745) contains air curtains at each of (6) six entrance vestibules to the Dining Hall. In each case a wall-mounted thermostat modulates a heating water control valve for temperature control while a door switch controls the operation of the fans. The air-curtain fans are only supposed to run when the interior doors are opened with a time delay to prevent short cycling. Currently, all air curtains are in operation regardless of the position of the interior doors. This project will address this deficiency. •Modify cabinet unit heaters to maximize discharge efficiency. PE Training Facility (B708) •The Reception area lighting deficiency causes the facility to operate court lighting to illuminate the reception and circulation areas. •Improvement of the reception and entry circulation lighting will reduce operation of court lighting and save energy Period of Performance: Approximately 550 calendar days after Notice to Proceed. Notice to Proceed is anticipated to occur between August 2017 and September 2017. Interested businesses shall respond to this Sources Sought Synopsis by submitting two (2) examples (limit of three (3) total pages) of previous experience in the design and construction of energy efficiency projects and similar in cost magnitude (greater than or equal to $750,000). Responders are requested to include their DUNS and CAGE numbers as well as their business size and type of small business, as well as Joint Venture information, if applicable. The information submitted will be considered in the development of the acquisition strategy to support this program. All interested contractors must be registered in the System for Award Management (SAM) (www.sam.gov) to be eligible for award of Government contracts. 8(a) and HUBZONE firms must be certified by the Small Business Administration (SBA). All interested businesses responding to this Market Research Synopsis shall be limited to the information required above and shall submit via email no later than 4 pm EST on Tuesday, 1 December, 2016.
