On 5 October 2016 the Naval Air Systems Command (NAVAIR) issued a pre-solicitation notice for a full and open competitive solicitation N00019-16-R-0063 for Unmanned Aircraft System (UAS) Intelligence, Surveillance, and Reconnaissance (ISR) services in support of Department of Defense (DoD) and Other Government Agencies (OGA) domestic and Overseas Contingency Operations (OCO). This announcement constitutes the Request for Proposal (RFP). PMA-263, Navy and Marine Corps Small Tactical Unmanned Air Systems Program Office, intends to issue a Multiple Award Indefinite-Delivery Indefinite-Quantity (IDIQ) Delivery/Task Order Contract, via a full and open competition in accordance with the requirements stated in FAR Part 15, for the best value procurement of UAS ISR services. NAVAIR anticipates awarding the IDIQ contracts with the period of performance estimated at five years. Tasks performed under this service contract will require contract operators to have a secret clearance and provide 24/7 ISR services, which require the contractor to conduct all planning, coordination, certification, installation, pre-deployment, deployment, logistics, maintenance, flying, and post-deployment efforts necessary to successfully conduct worldwide ship-based and/or land-based missions. These missions will be executed in combat zones supporting combat operations OCONUS, as well as non-combat operations CONUS. Offerors are expected to provide imagery services using non-developmental contractor-owned and contractor-operated unmanned aircraft systems. It is anticipated that the offeror would be able to support multiple simultaneous task orders within one procurement year with contractor personnel supporting DOD and OGA requirements. Following contract award, the contractor shall be expected to deploy to land and/or ship based missions within 90 days. This is a follow-on service effort that is currently satisfied by a competitively awarded Multiple Award Contract (MAC), IDIQ. Proposal submission deadline is no later than 02:00PM EST on Thursday, 22 December 2016. The Performance Based Work Statements (PBWS) are marked with Distribution Statement D which limits distribution of the document to United States (US) DoD and US DoD contractors. The PBWS documents may NOT be distributed to foreign contractors/foreign nationals. As a result of this constraint, the PBWS documents will be made available to DoD Contractors through the AMRDEC Website. In order to gain access to the PBWS documents, please provide Cage Code and e-mail address to Ms. Jennifer Alvey of NAVAIR Contracts at jennifer.alvey@navy.mil and Mr. Greg Linsky of NAVAIR Contracts at greg.linsky@navy.mil. Once Ms. Alvey or Mr. Linsky verifies the Cage Code, an e-mail will be issued to you providing the AMRDEC link and a unique password to be used to download the PBWS documents. Once the PBWS documents have been downloaded, the password will expire. REQUESTS FOR THE PBWS DOCUMENTS BY TELEPHONE WILL NOT BE ACCEPTED. NOTE : There is no commitment by the Government to make an award or to be responsible for any monies expended by any interested parties in support of the effort mentioned above.
