Draft Request for Proposal (RFP) For the Coastal River Force (CRF) PATROL BOAT X (PB-X) Description: This is a draft Request For Proposals for the Patrol Boat replacement (PB-X) (N00024-17-R-2209). Reviewers should be aware that this Draft RFP does not include all sections and attachments that will be part of the final RFP. This Draft RFP is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. When and if the Government issues the final RFP, interested contractors will be expected to thoroughly address the requirements thereof regardless of the circumstances surrounding this Draft RFP. Please note, that all Industry responses and questions received for this Draft RFP will be treated as public information and may be released on FEDBIZOPS. Background and Production Contract Concept: The Navy is recapitalizing the Navy Expeditionary Combat Command's (NECC) 25 feet and 34 feet Patrol Boats (Force Protection boats) that are currently in use with the NECC Coastal Riverine Force (CRF). Subject to annual appropriations, the Navy intends to replace approximately 120 of these boats over the next 15 years with a larger craft with a nominal length of 40 feet. Current boats OCONUS operate up 3000 hours per year and boats located CONUS operate 1000 hours per year. Given the high annual number of operational hours on the water and number of craft, a simple, reliable and easy to maintain design is highly desired. The high number of boats in inventory and annual operating hours elevate the importance of Total Ownership Cost in this program. The Government is highly interested in design approaches that: minimize fuel consumption; minimize systems and components; maximize scheduled maintenance intervals; have lower scheduled maintenance costs (labor and materials); leverage the Navy's 3M program; provides commonality with other fielded systems; and minimize maintenance training for the end user. It is the Government's intent that the CRF PB-X be procured utilizing a competitive small business set aside in accordance with Federal Acquisition Regulation (FAR) part 15 with an anticipated RFP release in the first quarter of FY17. The current requirement is for a planned eighteen (18) boats. There is a potential for additional funding over the life of the contract to: 1) procure additional boats for reserve forces and foreign military sales and 2) accelerate procurement of boats intended for active duty forces, therefore the maximum IDIQ limit has been established at forty (40) boats. Minimum quantity is envisioned as three (3) boats for the base award release. The Government contemplates the award to the responsible Offeror whose proposal is determined to offer the best value to the Government, using a Trade Off evaluation process. Additional Information: Due to the distribution restriction for Item No. 164 in the Specification Attachment (Attachment 4), all qualified offerors must sign and submit the Use and Non-Disclosure Agreement (Attachment 5) to NAVSEA Contracts via email to Abigail.peregrino@navy.mil and Roxie.thomas@navy.mil to receive access to the file. The Government will consider all comments received on the Draft RFP. The Government does not commit to providing a response to any comment or question. The subsequent revision to any specification or RFP based on comments received remains solely at the Government's discretion. No comments, questions, or inquiries shall be made to any Government person other than the point of contacts identified in this synopsis. No telephone inquiries will be accepted and request for a hard copy of the draft solicitation package will not be honored.
